Overview

The Senior Payroll Specialist supports payroll processing an serves as City Controller's quality control to ensure accuracy of input and disbursement.

Essential Functions

1 Coordinates and facilitates all aspects of payroll for various departments; responds to inquiries about payroll functions and processing, enters transactions for these employees, processes payroll adjustments, manages direct deposit service initiation and termination, checks payroll deductions, and approves final pay for terminations and retirements.

2 Examines and checks documents submitted by human resources payroll staff for completeness, accuracy, reasonability, and timeliness of personnel and payroll data in compliance with city rules and regulations and state and federal laws.

3 Communicates internally with human resources payroll staff and externally with outside agencies such as the Internal Revenue Service and the Texas Attorney General's Office to solve problems and to exchange information about employees, vendor payments, and deductions.

4 Calculates and reconciles data from various payroll reports and prepares and processes disbursement documents such as payment and journal vouchers to transfer funds deducted from employees' pay to the appropriate
recipients.

5 Prepares and distributes lump sum payments, car allowances, and other manual payments as needed; tracks all monies received and paid to ensure appropriate and accurate accounting.

6 Performs a variety of clerical duties such as checking records for errors, calculating balances, completing
forms, preparing vouchers and payments, verifying data, entering payroll corrections.

7 Operates a wide range of office equipment and software to facilitate effective work flow and accomplish tasks.

8 Maintains filing systems including establishing, updating, purging, and indexing to provide organization and retrieval of information; provides direction and assistance to other payroll specialists performing a wide range of payroll and accounting duties.

9 Uses judgment and decision-making skills in handling tasks such as selecting appropriate data, extrapolation of information, and applying procedural guidelines to complete new projects.

10 Performs any and all other work as needed or assigned.

Minimum Qualifications

Education

High School Diploma, GED

Experience

Two (2) years of financial, payroll, or other accounting support.

Knowledge, Skills, and Abilities

1 Knowledge of payroll policies and procedures.

2 Knowledge of correct grammar, spelling, and punctuation.

3 Knowledge of general City policies and procedures.

4 Knowledge of payroll deductions, additions, and other changes.

5 Ability to perform arithmetic calculations.

6 Ability to handle routine tasks and check paperwork and payroll activities.

7 Communicating effectively verbally and in writing.

8 Establishing and maintaining effective working relationships



Salary Range

 

$25.12 - $28.85
