Role Summary:

The role holder is responsible for managing large-scale installation projects within OTIS, ensuring efficient execution from planning through to completion. Key responsibilities include:

  • Project Management: Oversee the full lifecycle of the projects, ensuring alignment with project timelines and budget
  • Program & Resource Planning: Coordinate for Project Planning, manpower allocation, requisition of tools, and Logistical requirement   to meet project deliverables.
  • Installation, T&C Progress & Monitoring: Track and report on-site progress, proactively addressing any delays or issues to ensure timely project delivery.
  • Variation Orders: Identify and raise variation orders in response to client-driven changes in project specifications, ensuring proper documentation and approval.
  • Compliance: Execute all duties in strict adherence to OTIS business policies, procedures, Quality and safety standards.

Strategic Responsibilities:

  • Project Execution Strategy: Develop and implement strategic plans for the successful execution of large-scale installation projects, aligning with organizational goals and client expectations.
  • Resource Optimization: Strategically plan and allocate manpower, tools, and lifting equipment to maximize efficiency and minimize project delays or cost overruns.
  • Client Relationship Management: Foster strong relationships with clients by proactively managing expectations, addressing changes in project scope, and ensuring high levels of customer satisfaction.
  • Risk Management: Identify potential project risks early and implement mitigation strategies to ensure project continuity and safety compliance.
  • Continuous Improvement: Drive process improvements by analyzing project performance data, identifying bottlenecks, and recommending enhancements to installation methodologies and resource utilization.
  • Stakeholder Alignment: Collaborate with cross-functional teams, including engineering, procurement, and safety, to ensure alignment on project objectives and deliverables.
  • Compliance and Governance: Ensure all project activities adhere to OTIS’s corporate policies, industry standards & Code and local regulatory requirements.

Core Responsibilities:

  • Project-Leadership: Lead the project management function by setting clear direction, aligning internal and external stakeholder, proactively managing expectations, ensure alignment on project goals, timelines, and deliverables with well-structured execution plan from project initiation to final handover
  • Project-Lifecycle-Management: Manage the full project lifecycle—from the initiation of the subcontract agreement through installation to commissioning and final handover—ensuring timely and quality execution. Review contract specs and budget and report of any non-compliance. Continuously monitor Project Budget Vs actual and report for any potential over run / project re-estimation Monitor and adjust resources in line with baseline vs actual requirements
  • Project Baseline Program: Collaborate with the Project Planning team to review and finalize the project’s baseline Program, ensuring alignment with the employer’s master schedule and contractual milestones and seek necessary approvals
  • Design /Engineering/ Method Statements Coordination: Collaborate with the Engineering Department, factories, and main contractor to prepare and submit layout drawings, relevant RFIs, material samples, mock-ups, Method Statements (MSRA), ITP and logistics plans in accordance with contract specifications and tender documents. Ensure timely submission and secure necessary approvals from contractors, consultants, and the employer to support uninterrupted project execution.
  • Drawing & Design Maintenance: Maintain up-to-date project drawings, designs and contract specifications in coordination with engineering Department & to reflect any changes or updates.
  • Site Preparation: Coordinate with relevant stakeholders to ensure that elevator and escalator shafts are prepared and ready in accordance with approved construction drawings, the baseline Program, and the Method Statement & Risk Assessment (MSRA).
  • Logistics Coordination: Coordinate with factories, Supply Chain, logistics teams, and clients to plan and schedule the delivery and transportation of materials, tools, and equipment to project sites in alignment with the approved baseline Program. Ensure the provision of secure, dry, and lockable storage areas at project sites to safeguard delivered materials and prevent damage or loss. Coordinate and oversee the hoisting and placement of elevator machines into the lift machine room using the building’s tower crane, ensuring all activities are executed in accordance with the approved logistics plan and safety protocols.
  • Material Delivery: Ensure timely initiation and processing of Requests for Material (RFM) in coordination with the local Engineering and Planning team to support uninterrupted project progress. Proactively coordinate with the factory to monitor and confirm EXW (Ex Works) dates, ensuring alignment with the baseline Program and avoiding material delays. Work closely with the Supply Chain and Project Logistics teams to ensure timely delivery of materials to site, preventing any impact on project timelines. Raise MIR and get relevant approval upon delivery of materials in line with approved ITP (inspection and Test Plan)
  • Installation Progress & Updated Program: Continuously monitor installation progress of lifts and escalators to ensure alignment with the approved project timelines and verify that adequate resources are deployed to meet key milestones. Collaborate with the Planning team to prepare and submit updated versions of the baseline Program, reflecting actual site progress and any necessary adjustments to maintain project momentum Ensure relevant WIR are raised and approved in coordination with project’s QA/QC team in line with approved MSRA and ITP.
  • ID Works:Monitor and ensure the timely completion of interior design (ID) elements such as cabin interiors, landing architraves, and escalator cladding in accordance with the baseline Program and overall project requirements. Proactively coordinate with ID vendors to ensure timely delivery of materials and components, securing availability ahead of scheduled installation activities to avoid delays. Ensure relevant WIR are raised and approved in coordination with project’s QA/QC team in line with approved MSRA and ITP.
  • Testing and Commissioning works: Coordinate with the Planning and Testing & Commissioning (T&C) departments to ensure the timely availability and/or hiring of qualified T&C Engineers and Adjustors in alignment with the baseline Program Continuously monitor site progress to ensure the availability of Adjustors as per project requirements, avoiding any delays in testing, commissioning, or handover activities.
  • CTU Elevators:Oversee the planning, installation, and commissioning of CTU elevators, ensuring all activities are executed in line with project specifications, baseline Program, and safety standards. Ensure Third party inspections and certifications in place Ensure signed CTU agreement in place prior to its usage Ensure availability of competent technicians/engineers to carry out monthly PPM and attend to breakdowns/emergency Ensure availability of recommended spares to attended to any replacement Ensure complete assessment of damage/worn-out parts and costs submitted for client for approval Ensure re-furnishments / final Adjustments prior to final handover of the units.
  • Low Voltage Interface Works:Ensure the timely completion and commissioning of low voltage (LV) interface systems, including Elevator Management System (EMS), intercom, and supervisory panels, in accordance with the approved baseline Program and overall project completion schedule.
  • Quality Assurance: Monitor installation teams to ensure strict adherence to quality management procedures and standards across all project phases, in coordination with established QA/QC protocols. Ensure all relevant Work Inspection Requests (WIRs) are prepared, submitted, and approved in accordance with the project’s Inspection and Test Plan (ITP) Prior to dispatching Adjustors, verify that all works related to slow-speed and normal operation checklists are fully completed and documented. Ensure in stage inspections and rectifications works are carried out in line with OTIS QA/QC procedures and approved ITP.
  • Regulatory Compliance: Liaise with government authorities and external agencies to ensure compliance with local regulations and statutory requirements. Deploy competent adjustors during Dubai civil defense inspection Upon receipt of permanent power and completion of final T&C works carry out the Third-party inspections and certifications in coordination with project teams and witnessed by consultant.
  • Service Inspections: Coordinate and support service inspection activities during and after installation to ensure compliance with local authority requirements, client expectations, and OTIS standards. Ensure all inspection-related documentation are prepared and submitted accurately, and that any observations or non-conformities are addressed promptly to avoid delays in certification or handover Liaise with clients, consultants, and regulatory bodies to schedule and facilitate inspections, ensuring readiness of site conditions and required documentation.
  • Project Closeout:Ensure the timely preparation and submission of all project closeout documents, including as-built drawings, operation and maintenance manuals, test certificates, warranty documents, and final inspection reports. Coordinate with internal departments and stakeholders to ensure all closeout documentation complies with contractual requirements and is approved by the client, consultant, and relevant authorities. Facilitate smooth project handover by ensuring all documentation is complete, accurate, and submitted in line with the project’s closeout schedule
  • Client Engagement:Engage with client to understand concerns, manage expectations, and guide the installation team in mitigating risks and enhancing customer satisfaction. Conduct weekly site walk to understand site status and develop mitigation plan.
  • Variation Order Management:Identify and document changes in client requirements, initiating variation orders in accordance with company procedures and contract terms Submit relevant costs in coordination with commercial department and seek client’s approval Plan and execute the works in accordance with VO Program.
  • Team Development: Conduct formal and informal technical training sessions to enhance the skills and performance of team members.
  • Billing Coordination: Monitor site progress and ensure alignment with contractual milestones to support accurate and timely billing in coordination with commercial Department. Verify that all required documentation, including progress reports and variation orders, are submitted to support invoicing and revenue recognition. Liaise with clients and internal stakeholders to resolve billing-related queries and ensure smooth financial closure of the project.
  • Safety Compliance: Ensure strict adherence to OTIS safety protocols, including WWJSSS (We Will Journey Safely Step by Step), to minimize risks throughout the installation process. Conduct /participate weekly TBT /Meetings conducted by safety officer Ensure to carry out the allocated monthly FPA audit Ensure site works being executed in full compliance of OTIS safety procedures and approved MSRA Ensure approval of any nonstandard works in line with OTIS safety protocol
  • Reporting: Prepare and submit regular project status reports by collecting and analyzing site data, highlighting key milestones, risks, and deviations from the baseline Program. Ensure Material delivery, shaft handover, installation status, builder works and progress delays are reported on timely manner in line with contract terms and conditions Baseline Program are updated and submitted to client on monthly basis in coordination with Planning department Review weekly MOM issued by client and report for any discrepancies 

People Management:

  • Talent Development: Support the creation of a continuous talent pipeline by identifying and nurturing high-potential team members through mentoring and development initiatives. Team Supervision:
  • Organize and oversee the daily activities of the installation team, fostering a culture of accountability, self-management, and continuous improvement. Coaching & Feedback: Provide regular coaching, as well as formal and informal feedback, to team members to support their professional growth and enhance team performance.

Minimum Qualifications, Experience and Skills:

  • Bachelor’s degree in engineering or equivalent or Master’s degree in business administration is preferred.
  • Relevant certification such as Certified Construction Manager (CCM), Project Management Professional (PMP) or equivalent is preferred.
  • Minimum of 10 years of experience with OTIS Highrise installation (should be well versed with Skyrise products).
  • Total Years of Experience: 20 + years.
  • Proven experience in managing large-scale elevator and escalator installation projects, from planning through to commissioning and handover.
  • Strong background in coordinating with multidisciplinary teams including engineering, planning, logistics, supply chain, and client stakeholders.
  • Expertise in site execution, resource planning, and managing technical submissions in line with contract specifications and project timelines.
  • Fluent written and spoken English essential, Arabic preferred.
