Program Summary

Job Summary

At sites where practicable, as the Senior Property Management Specialist, you will be responsible for establishing a department, function, program property coordinator, custodian system to support the client. In this role you will oversee and manage the administration and physical control of Government/Customer property within their respective departments under the guidance of the client.

Roles and Responsibilities

  • Ensure that functional procedures and processes, which clearly define roles and responsibilities, activities, and measurement tools, are compliant with the requirements of government property management.
  • Generate, coordinate, submit for publication, and implement revisions or changes to the site Government/Customer property procedures/work instructions.
  • Establish and maintain necessary control records, ensuring that the records are kept in such condition that at any stage of completion of work under a contract the status of all Government/Customer property may be readily ascertained.
  • Ensure appropriate storage facilities for Government/Customer owned property are established as required by the GPM and site appendix.
  • Coordinate property management matters with all affected departments, organizations, or groups.
  • Manage inventory, scheduling of Hand Receipt Holder accounts, and proper and timely keeping of all account property records.
  • Ensure all requisitions for the purchase of equipment, personal property, and supplies are properly reviewed for authorization and processed according to Army Regulations.
  • Prepare and review appropriate adjustment documentation for lost, damaged, or destroyed Government materials, ensuring appropriate causative research is provided for review within IAW established timelines. Receives and counts stock items, and records data using GCSS automated system.
  • Perform periodic and monthly inventories recording quantity of items available.
  • Assist/Lead in palletizing, sorting and banding of parts and or materials for turn in to DLA as instructed by the PBO.
  • Perform duties involving FLIPL process, requesting, receiving, issuing, turn-in, accountability, inventory, storage and preservation of all Government Furnished Property and Materials.
  • Process disposal of excess, defective, or obsolete stock.
  • Lead Property Book Office (receive, coordinate approval with the Accountable Officer, process, and maintain documents for audits purposes)
  • Maintain the property book supporting documents in accordance with ARIMS.
  • Assist the Accountable Officer to brief deployed Company Commanders, and their teams on property accountability responsibilities.                                                                                                                
  • Perform other duties as assigned.

Basic Qualifications (Required Education, Experience, Skills, and Certifications)

  • Requires a High School Diploma or equivalent and at least 8 Years of documented experience as a Property Book Officer. This requirement is typically met by those who served in the position of Property Book Officer Team Chief/920A-CW2 or 92Y (SFC or Above).
  • Must have a graduation certificate for GCSS-A Property Book Level course.
  • Requires a valid passport with at least 12 months of validity and 6 blank pages.
