贯彻、执行有关目标和能源管理方面的政策和制度。
建立健全部门及各岗位主要职责、工作标准、工作流程，并监督落实。
对工程部所有人员和设备进行管理和调配，随时掌握人员动态及设备状况。
负责执行落实各种培训制度，确保工程部员工掌握必备的专业技能和各项制度。
巡查岗位纪律及工作，发现不良倾向及时纠正，做好工程部人员的绩效评估工作。
保障所有设备设施的安全运行，保障设备设施维修维护工作，以最低的能耗保持机电设备的正常运转。 分析各系统运行数据及报表，发现偏差、异常及时分析原因采取有效措施。
巡查重点设备，随时掌握设备状况，对所有紧急情况及时做出正确判断和处理；发现隐患，立即消除，发生重大故障，立即组织力量予以排除；特别是影响和中断能源（停水、停电）的事故进行直接督导。
根据设施系统运行和维护情况进行检查评估，并对缺陷提出改进方案不断改进缺陷与不足，使设备性能日益完善。
制定并完善工程设备的运行和维护操作程序；对设施、设备进行控制；确保设施、设备安全、稳定的运行。
编制工程部年度预算，做到成本控制，能源控制。
负责工程部资料管理、行政考勤管理、培训管理、EHS管理、风险管理、采购管理。
协调本部门与其他各部门的关系。
