Job Description:
Job Summary:
The WASH Project Officer will ensure overall end-to-end projects management of Water, Sanitation and Hygiene project under UNICEF and WVL. Working with the Project Coordinator and WASH Manger at National Office, the position will lead the implementation of strengthening sustainable inclusive WASH services project activities at community, health care facilities and schools in the districts of Thaba-Tseka, Maseru and Mohale’s Hoek. The position will also be responsible for ensuring high quality, result-oriented program implementation and timely achievement of project milestones and objectives in each district.
1. Project implementation and management 40%
- Lead the implementation of the WASH project following the signed projects documents and M&E frameworks, ensuring effective tracking of performance and results for the project.
- Ensure that project activities are implemented timely, efficiently and effectively to meet project objectives and standards.
- Organize, facilitate and conduct trainings on hygiene promotion and behavior change practices to all project targeted individuals and groups, in health care, schools and community settings using WASH-fit manual on IPC, safe hygiene and waste management policies and protocols.
- Prepare and use appropriate project specific Information, Education and Communication (IEC) and training material for Hygiene Promoters and WASH clubs in schools.
- Collaborate and work closely with the Clusters Managers and APs to ensure smooth implementation of all project activities.
- Collaborate and work closely with WASH technical staff at the district and APs to ensure smooth implementation of all project activities and carry out regular monitoring visits (joint or project monitoring visits) to the project implementation sites.
2. Projects Financial Management and Stewardship 10%
- Support regularly monitoring on the funding spend in the projects/grants activities and ensure that spending is in line with approved budget set out in the approved documents.
- Participate in regular reviewing planned activities vs. budget plan in a weekly and monthly basis to monitor the activity progress and budget correct utilization.
3. Partnership and Networking 10%
- Liaise with relevant partners and stakeholders both at districts and national level and other community-based agencies for the successful implementation of on WASH project activities.
- Supervise the activities of service provider’s/hand hygiene innovators to deliver the expected results.
- Enforce stewardship by ensuring efficient and effective utilization of project resources for the intended purpose.
4. Support Project Data Collection, Reporting and Use 30%
- Participate in day-to-day Routine Data Collection, Consolidation andReporting on monthly, quarterly and annual basis for all interventions andactivities implemented under the project.
- Support the development of all necessary monitoring and supervision toolsused for project implementation.
- Support reporting of disaggregated data in all indicators collected in AP forall children participation in all children platforms by RCs/MVCs/Gender/Age,disability etc.
- Preparation and submit project reports – monthly, quarterly, semi-annualand annual to the Project Coordinator, M&E Officer and WASH Manager.
- Participate in UNICEF/WVL supported programmes/grants and projectsmonthly and quarterly reviews demonstrating progress towards the targetsand indicators as per the Project M&E Framework.
- Participate in the project audits & reviews and follow up on auditrecommendations to ensure 100% implementation.
- Ensure that the lessons learned in the recommendations for improvementincorporated in the project implementation and reports.
5. Participation in spiritual nurturing platforms 10%
- Attend and participate in spiritual nurture meetings and in weekly and dailydevotions as scheduled and required.
- Exhibit spiritual maturity, integrity biblical leadership and a dynamic personalsense of life calling.
- Influence staff towards a shared World Vision mission
Qualifications and Experience
- Bachelors’ Degree in Environmental Science, Public Health, Water Resource Management, Nutrition or any other relevant discipline;
- 5 years’ working experience from an International Non-Governmental Organization;
- Direct experience implementing WASH programming is an added advantage.
Technical Skills and Abilities:
- In-depth understanding and experience of implementing rural water supply and sanitation projects.
- Experience of complex planning and budgeting processes including the ability to provide clear guidance on donor policies and procedures
- Demonstrable experience in leadership, strategic thinking and results-based management in grant Compliance matters.
- Demonstrated experience in organizing and facilitating training, mentorship and capacity building of community leaders;
- Experience coordinating trainings, community activities and logistics at the field level;
- Knowledge of UNICEF reporting requirements including familiarity with the data collection and reporting tools and added advantage
- Direct experience implementing WASH and/or Health programming is an added advantage;
- Knowledge of Comprehensive Lesotho Health and WASH systems
- Experience in monitoring and evaluation will be an added advantage
- Experience in project management will be an added advantage

Working Environment / Conditions:
- Domestic Travel: 95% Regular internal travel to project areas is required.
- International Travel: 5% Periodic international travel will be required
