Job Description:

Purpose of the position:

The purpose of this position is to provide leadership and technical oversight on program quality, design, monitoring, evaluation, accountability and learning for all UNICEF & WV Grants and projects. The Monitoring & Evaluation (M&E) Officer will be responsible for the overall M&E related initiatives in the districts where all UNICEF & WVL projects are operating. He/she will be the technical point of reference for M&E and programmatic issues ensuring compliance with the guidelines of both UNICEF and World Vision M&E systems. The M&E Officer will

ensure the effective monitoring and evaluation of all UNICEF & WVL projects

indicators, targets, results and ultimately impact of the WASH & Health and Nutrition projects. 

The M&E Officer will be responsible for developing, monitoring, tracking,

reviewing and updating projects-monitoring tools, M&E plan and ensuring that the programme indicators are measured. The M&E Officer will also be expected to conduct regular supportive monitoring visits to monitor implementation and conduct quality assurance processes such as data quality assessments. Subsequently, he/she will report progress on targets on monthly, quarterly and annually basis to both UNICEF and WVL, so as to keep all the projects data, reports and all documentation on promising practices, learning and management of projects quality risks. 

Duties and Responsibilities:

Time Activity 40% Lead the design, implementation, monitoring and evaluation of projects interventions (through the integrated use of WV M&E systems):

  • Lead the implementation of the WASH and Health/Nutrition plans and M&E frameworks, ensuring effective tracking of performance and results for the grants and projects under UNICEF and WVL.
  • Develop data flow charts to ensure quality projects/grants and programming and implementation. 
  • Facilitate use of the M&E system and that grants/ projects follow WVL and UNICEF end to end M&E processes and guidelines. 
  • Work with WASH & Health/Nutrition Managers, technical staff and DMEAL Specialist to set consistent and realistic targets and actuals for grants/projects.
  • Develop tools and identify methodologies for indicator performance tracking.
  • Carry out regular monitoring visits (joint or DME monitoring visits) to the field to ensure the rapid and efficient implementation of the program vis-à-vis approved plans, fidelity of implementation of the WASH and Health/Nutrition core project models
  • Conduct grants/projects data quality assessments or data audits and community feedback mechanisms.
  • Conduct monthly data quality checks, data verification, review followed by a report for all grants/projects implemented by WVL and supported by UNICEF.
  • Conduct routine data quality reviews with projects staff.
  • Facilitate data quality checks in Horizon.
  • Ensure Completeness & Timeliness of Reporting across the project.
  • Ensure appropriate use of data management systems such as horizon and water for project performance. 
  • Lead and participate in UNICEF/WVL supported programmes/grants and projects monthly and quarterly reviews demonstrating progress towards the targets and indicators as per the Projects M&E Frameworks.

 
Lead: Data Collection, Reporting and Use: 30%

  • Conduct and guide day to day Routine Data Collection, Consolidation and Reporting on monthly, quarterly and annual basis for all interventions implemented and indicators in all UNICEF & WVL Projects. 
  • Support reporting of disaggregated data in all indicators collected in AP for all children participation in all children platforms by RCs/MVCs/Gender/Age disability etc. 
  • Collate monitoring data from across projects areas to show progress towards the NO strategy and KPIs.
  • Develop grants/projects specific performance dashboards with updated progress for all indicators as per the agreed M&E Frameworks.
  • Coordinate preparation and submission of projects reports – monthly, quarterly, semi-annual and annual to the donor.
  • Ensure that the lessons learned in the recommendations for improvement incorporated in the program management reports are implemented by the field officers.
  • Develop action plans for relevant project staff members which will then be monitored to ensure that feedback is incorporated. 
  • Submission of reports into Horizon or any digital platform as needed. 


Lead: Planning, Learning and impact generation:10%

  • Periodically conduct intentional learning and reflection sessions to ensure program quality, impact and sustainability. This is through meetings intentional on data review also facilitated by routine programme quality self-reviews tests (PQSR).
  • Work with grants/projects managers/staff to ensure that contextual reach and impact data informs programmatic, operational and external engagement decisions. 
  • Supporting planning and budgeting process
  • Identify PQ risks all projects/grants document and define mitigation measures.
  • Contribute to knowledge through research to interrogate on lessons learned, experiences and data generated by program implementation 
  • Play part on the National Office (NO) and South African Regional Office (SARO) evidence initiatives, such as, Evidence days.


Support program and project baselines, Evaluations and Annual Impact 
measurement (AIM):10%

  • Participate into the development of TORs for external evaluations (End of Project), Internal Mini surveys within and sometimes outside their cluster.
  • Develop baseline/evaluation design document, developed in alignment with donor/WVI priorities
  • Support Data Collection processes and enumerators supervision during evaluations.
  • Support baseline/evaluation processes like training of enumerators, monitoring of data collection, data cleaning, analysis and report writing. 
  • Facilitate use of AIM Sample Calculator for targeting direct and indirect
  • beneficiaries.
  • Facilitate dissemination of the baseline/evaluation and AIM results to key stakeholders 
  • Facilitate implementation of recommendations from surveys or case studies 
  • conducted.


Lead: MEAL Capacity Building for Projects: 10% Lead and facilitate all DMEAL related  programmes, projects and community and staff trainings as per the WVL and UNICEF grants/projects log frame. 

  • Provide targeted trainings for reporting tools and resources on a regular basis to facilitate timely and quality data for programmes and related Grants/Projects.


Qualifications and Experience

Masters’ Degree in Monitoring & Evaluation/Statistics & 

Demography/Data Science/Research or a related discipline with 5 years’ working experience from the International Non-Governmental Organization.
 OR 
Bachelors’ Degree in Monitoring & Evaluation/Statistics & Demography/Data Science/Research or a related discipline with 8 years’ working experience from the International Non-Governmental Organization;
• A qualification in Project Management would be added advantage. 


Knowledge/Technical Skills
• Proven experience in data management and program integration for impact;
• Knowledge of statistical analysis software and skills in quantitative and qualitative data research and analysis including but not limited to study design, survey instrument design and use, establishing and measuring outcome and process indicators, sampling, data analysis plans, data cleaning, and statistical 
analysis.
• Demonstrated ability to guide, coach, train and mentor a diverse team under different functions, programs and projects;
• Demonstrated expertise in development of user-friendly tools and resources for MEAL and utilization of learning platforms for helping others learn. 
• A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment;
• Strong written and verbal communication skills with a demonstrated ability to review, synthesize information and produce quality reports;
• Experience in evaluating and reporting on results for donor-funded projects; 
• Project Management and design experience, as well as project implementation and monitoring & evaluation;
• Excellent planning & organizing skills, time management, demonstrated leadership and strong people management ability;
• Strong detail orientation and negotiation skills;
• Proven knowledge of Word, Excel, PowerPoint (MS Packages) and data tools (SQL);
• Experience and competencies data analysis using appropriate software tools (e.g. SPSS, SAS, ABTAB; Experience in working with various major donors and government donor agencies;
• Experience with data reporting and visualization tools and platforms;
• Cross-cultural sensitivity, flexible worldview emotional maturity;
• Proven networking abilities at local and international levels;
• Ability to maintain performance expectations in diverse cultural contexts, psycho-logically stressful environments and physical hardship conditions with

limited resources;
• Demonstrated experience in business strategy development, monitoring and reporting.

Working Environment / Conditions:
• Domestic Travel: 80% Regular internal travel to project areas is required. 
• International Travel: 5% Periodic international travel will be required
• On call: 5% In emergency situations, the position will be required to be on-call.
