Job Description:

Purpose of the position:

The Project Coordinator will ensure overall end-to-end projects management of Water, Sanitation and Hygiene and Health and Nutrition projects under UNICEF and WVL. Working the Integrated Health and Nutrition Manager and WASH Manger at National Office, the position will provide implementation and financial management support to the projects teams at the districts to ensure compliance with contract requirements and donors requirements over the life of the projects cycles while also assisting Projects Officers and project staff and sub-grant management and assist in reviewing grants and sub-grants agreements documents for each project, reports (Narratives and Financial). The position will ensure compliance with donor rules and regulations, legal and regulatory requirements governing each award and internal policies and procedures where applicable. The role will also include the direct supervision for Projects Officers/Assistants and M&E Officers in collaboration with all WVIL departments and sectors including all the donors and donor’s relations, key stakeholders and partners and act designated point of contact. The Project Coordinator is also a leader and expected to participate in high level partnership meetings and negotiations strategically positioning WVL while also establishing and maintaining good working relationships with UNICEF as a donor and Ministry of Health and all partners at the National Level, and Districts levels.
 


1. Project design, management and oversight 40%
• Provide proper supervision and management for all direct reports and oversee the establishment and functioning of a strong, effective projects teams.
• Ensure levels of authority and responsibility are clearly defined, understood and followed within the project team.
• Lead the implementation of the WASH and Health/Nutrition projects following the signed projects documents and M&E frameworks, ensuring effective tracking of performance and results for the grants and projects under UNICEF and WVL.
• Coordinate the process of community assessment in the district/AP to support project planning, monitoring and evaluation
• Coordinate planning, organize and ensure that projects activities are implemented for the targeted audience on time and budget spent according to the project planned activities.
• Collaborate and work closely with the Clusters Managers and APs to ensure smooth implementation of all projects and Grants.
• Work with WASH & Health/Nutrition Managers, technical staff and Project M&E to set consistent and realistic targets and actuals for grants/projects.
• Lead and carry out regular monitoring visits (joint or project monitoring visits) to the field to ensure the rapid and efficient implementation of the program vis-à-vis approved plans, fidelity of implementation of the WASH and Health/Nutrition.
• Support projects/grants data quality assessments or data audits and community feedback mechanisms.
• Support and participate in UNICEF/WVL supported programmes/grants and projects monthly and quarterly reviews demonstrating progress towards the targets and indicators as per the Projects M&E Frameworks.

2. Projects Financial Management and Stewardship 30%
• Regularly monitor funding spend in the projects/grants and spending is in line with approved budgets/spend set out in the approved documents.
• Engage in regular reviewing planned activities vs. budget plan in a weekly and monthly basis to monitor the activity progress and budget correct utilization.
• Support projects officers to assure efficient availability, utilization and reporting of grants and projects funding in line with donor and WVIL regulations and guidelines.
▪ Identify and respond to technical, financial, programming and other gaps limiting projects plans implementation and assist with solutions.

3. Data Collection, Reporting and Use: 15%
• Support and guide day to day Routine Data Collection, Consolidation and Reporting on monthly, quarterly and annual basis for all interventions implemented and indicators in all UNICEF & WVL Projects.
• Support reporting of disaggregated data in all indicators collected in AP for all
children participation in all children platforms by RCs/MVCs/Gender/Age, disability etc.
• Support grants/projects specific performance dashboards with updated progressfor all indicators as per the agreed targets.
• Coordinate preparation and submission of projects reports – monthly,

quarterly, semi-annual and annual to the donor.
• Ensure that the lessons learned in the recommendations for improvement
incorporated in the program management reports are implemented by the field
officers.

4. Grant Risk Management and Quality AssuranceWorld Vision Lesotho 10%

▪ Coordinate grant project audits & reviews and follow up on audit recommendations to ensure 100% implementation.
▪ Overseeing tracking and recording of Grant and Donor audits’ schedules and ensure audits are done within agreed timelines and reports issued to the donors within stipulated time.

5. Project Capacity Building: 5%
• Lead and facilitate all Grants/Projects related programmes, projects and community and staff trainings as per the WVL and UNICEF grants/projects logframme.

• Provide targeted trainings for reporting tools and resources on a regular basis to facilitate timely and quality data for programmes and related Grants/Projects

Qualification and experience required:

Masters’ Degree in Environmental Science, Public Health,
Water Resource Management, Nutrition or any other relevant discipline with 5 years’ working experience
from the International Non-Governmental Organization;
OR
• Bachelors’ Degree in Environmental Science, Public Health, Water Resource Management, Nutrition or any other relevant discipline with 8 years’ working experience from the International Non-Governmental Organization;
• A qualification in Project Management would be added advantage.

Technical Skills and Abilities:
• In-depth understanding and experience of working with proposals and contracts from donors.
• Experience of complex planning and budgeting processes including the ability to provide clear guidance on donor policies and procedures
• Demonstrable experience in leadership, strategic thinking and results-based management in grant Compliance matters.
• Demonstrated experience in organizing and facilitating training, mentorship and capacity building of community leaders;
• Experience coordinating trainings, community activities and logistics at the field level;
• Knowledge of UNICEF reporting requirements including familiarity with the data collection and reporting tools and added advantage
• Direct experience implementing WASH and/or Health programming is an added advantage;
• Knowledge of Comprehensive Lesotho Health and WASH systems
• Experience in monitoring and evaluation will be an added advantage
• Experience in project management will be an added advantageWorld Vision Lesotho

Knowledge/Technical Skills
• Proven experience in data management and program integration for impact;
• Knowledge of statistical analysis software and skills in quantitative and

qualitative data research and analysis including but not limited to study design, survey instrument design and use, establishing and measuring outcome and process indicators, sampling, data analysis plans, data cleaning, and statistical
analysis.
• Demonstrated ability to guide, coach, train and mentor a diverse team under different functions, programs and projects;
• Demonstrated expertise in development of user-friendly tools and resources for MEAL and utilization of learning platforms for helping others learn.
• A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment;
• Strong written and verbal communication skills with a demonstrated ability to review, synthesize information and produce quality reports;
• Experience in evaluating and reporting on results for donor-funded projects;
• Project Management and design experience, as well as project implementation and monitoring & evaluation;
• Excellent planning & organizing skills, time management, demonstrated leadership and strong people management ability;
• Strong detail orientation and negotiation skills;
• Proven knowledge of Word, Excel, PowerPoint (MS Packages) and data tools (SQL);
• Experience and competencies data analysis using appropriate software tools (e.g. SPSS, SAS, ABTAB; Experience in working with various major donors and government donor agencies;
• Experience with data reporting and visualization tools and platforms;
• Cross-cultural sensitivity, flexible worldview emotional maturity;
• Proven networking abilities at local and international levels;
• Ability to maintain performance expectations in diverse cultural contexts, psycho-logically stressful environments and physical hardship conditions with

limited resources;
• Demonstrated experience in business strategy development, monitoring and reporting.

Working Environment / Conditions:
• Domestic Travel: 80% Regular internal travel to project areas is required.
• International Travel: 5% Periodic international travel will be required
• On call: 5% In emergency situations, the position will be required to be on-call
