SUMMARY OF DUTIES:

This position is responsible for overseeing contractor and vendor compliance, ensuring that provider community external contractor staff get background checks, insurance, and training/continuing education requirements are current. Duties include managing the ORCA vendor module by entering new vendors and contractors into the system, verifying business registration with the Oregon Secretary of State, and confirming with Financial Services that entities have no holds before inclusion in VR’s ORCA database. As a Qualified Entity Designee (QED), this role utilizes the ORCHARDS background check system to input and monitor background checks for vendors and contractors. Additionally, the position monitors contract Not to Exceed (NTE) amounts quarterly and assists with contract amendments when NTE amounts approach 20%. The role also contributes to the annual monitoring of contracts, adhering to VR’s quality assurance processes for contractors and vendors.

WORKING CONDITIONS:

This position is hybrid requiring the first week in the office then remote work. Requires travel to offices and occasional overnight travel for attendance at meetings to perform the duties. Occasional evening and/or weekend work may be necessary. Must have a valid driver's license and acceptable driving record. If not, must be able to provide an alternate method of transportation. Often works with vendors and who have high energy. Must function well as a team member. Must understand basic legal issues related to contracting and provision of services by vendors. Must use critical thinking to refer to management when appropriate. This position is hybrid/remote as determined by business need.

MINIMUM QUALIFICATIONS

A bachelor's degree in business or public administration, behavioral or social sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills,

OR

Any combination of experience or education equivalent to three years technical-level experience that typically supports the knowledge and skill requirements listed for the classification.

  • Experience coordinating compliance-related activities, such as verifying documentation, tracking required credentials (e.g., background checks, insurance, or training), and ensuring timely updates—regardless of industry or system used.

  • Experience managing and maintaining accurate records or databases, including entering and verifying information, cross-checking with external sources (e.g., business registries), and collaborating with finance or administrative teams.

  • Experience monitoring project or contract-related metrics, such as budget thresholds, timelines, or performance indicators, and supporting adjustments or amendments when needed.

  • Experience working collaboratively across teams or departments to support quality assurance, process
