Job Summary
Join our team at Moron Air Base as a Construction Inspector within the Engineering Management Section (CENM). As an integral member, you will oversee the efficient management of design and construction projects, ensuring their successful execution while performing engineering and planning activities aligned with U.S. Air Force standards. The position requires exceptional time management skills to organize and prioritize a high volume of work effectively, ensuring maximum quality and service. Additionally, you must be able to manage and collaborate effectively with others. You will also maintain professional customer relationships, effectively communicating complex information to update assigned leadership and customers on project status. You should be comfortable planning, programming, scoping, and executing multi-discipline facility and infrastructure projects.
Roles and Responsibilities
- Support Engineering Management Section (CENM) at Moron Air Base. Responsible for the effective management and execution of construction projects in accordance with contract specifications planning and Air Force regulations.
- Provide Project Management to execution of contracts such as construction contracts, indefinite delivery, indefinite quantity (IDIQ) contracts, simplified acquisition of base engineer requirements, multiple award construction contracts (MACC), and service contracts to execute facility requirements.
- Oversee execution of U.S. funded project requirements and maintenance sub-contracts. Collaborate with other engineers to develop multi-discipline projects (i.e., civil, mechanical, electrical, architectural, etc.).
- Manage and update NexGen IT software database or successor IT systems efficiently.
- Provide valuable assistance to AFCEC and Operations Flight with facility and infrastructure team assessments. Ensure accurate identification and validation of requirements.
- Extend engineering support for reviewing and coordinating other agency projects, including AFCEC, NAVFAC, and DLA initiatives.
- Conduct project acceptance inspections, complete contract closure documents, and ensure submission of comprehensive as-builts and manuals.
- Act as a construction management liaison & provide surveillance for projects managed by NAVFAC, NATO, AFCEC, or other third-party agencies.
- Manage a warranty/guarantee program to ensure corrective maintenance within the scheduled warranty. Ensure all warranty inspections are carried out in a timely matter and all warranty claims are properly submitted.
- Perform and maintain an internal Quality Management Program. Report issues and coordinate resolution of identified issues.
- Identify and coordinate reliability, availability, and maintainability issues and identify and coordinate other issues impacting future sustainability and/or cost impacts.
- Train and manage restricted area workers, escorting, and vouching contractors.
- Coordinate with Airfield Management and Security Forces to support U.S. and Spanish Air Force security policies.
- Drive continuous improvement by seeking ways to enhance customer service while reducing costs. Provide suggestions for improved procedures, methods, technology, and resources to enhance productivity and quality.
- Daily computer use including Microsoft Office Suite, AutoCAD, and data analysis software.
Basic Qualifications
- Bachelor’s or higher degree in Engineering from an accredited college or university
- Must have at least six (6) years of project management experience for major real property facilities. Shall have DoD installation-level working experience.
- Must have ability to communicate in native language.
- Must have English Reading Level III, Written Level III, Verbal Level III,
- Shall possess a Spanish Class ‘B’ driver’s license.
Preferred Qualifications
- 6+ years of experience in the design and management of capital projects.
- Familiarity with American and Spanish facility design standards.
- Knowledgeable in executing construction multi-discipline projects, evaluating contract schedules, and preparing construction reports. Proficient in engineering principles, materials, specification writing, USAF contracting procedures, engineering equipment, and surveying. Familiarity with construction practices in host nations (HN).
