This position is open for recruitment and fully funded following the 2025 Special Legislative Session.

The role: 

Join our team as a trunked radio system administrator where you will oversee technical project management, strategic planning and business controls relating to software, hardware, communication systems and data. You will deliver customer assistance, information technology integration and planning and operation services to all aspects of the State Radio Project. You will implement, manage, program, upgrade and repair the multiagency, statewide trunked radio systems and servers, aid dispatch consoles, and provide engineering guidance to all radio frequency systems. A day in the life:

  • Oversee, promote and support the Information Technology (IT) aspects of the State Radio Project, providing our customers with standard interfaces, consistent service, reliability and on-demand consumption.

  • Oversee, negotiate, communicate and align IT requirements with appropriate environmental conditions at multiple remote communication center locations to ensure smooth integration.

  • Manage partnerships and customer relationships at all levels, anticipate communication needs which may arise for customers, team leads, peers, staff, and management by having all important plans, directions, business processes, and issues which may affect them, documented and current.

  • Provide project management for enterprise-wide information technology projects in assigned business areas that involve multiple public safety agencies.

  • Analyze and research software, hardware and communication systems.

  • Develop plans and monitor system performance to ensure capacity is not exceeded.

  • Plan, coordinate, develop and evaluate enterprise-wide facility engineering requirements for the project relating to hardware, software, database and communication systems requirements.

  • Lead all site related design and engineering work.

  • Coordinate with the SIEC and partners within the project to maintain efficient use of managed networks and shared trunked radio systems by public safety organizations within Oregon.

  • Required to work outside of your regularly scheduled working hours during inclement weather or emergency situations.

  • Work in a standard office environment and in the field (not eligible for telework); Respond to emergency situations that may involve exposure to lethal voltages, chemicals, heights, adverse weather, and hazardous outdoor inspect and plants. Operate a Sno-Cat or UTV in inclement weather or rough conditions to gain access to remote locations.

Minimum qualifications:

Six (6) years of wireless communications or information systems experience in trunked radio wireless system operation;

OR

An associate's degree in computer science, information technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND four (4) years of wireless communications or information systems experience in trunked radio wireless system operation;

OR

A bachelor's degree in information technology, computer science, or related field AND two (2) years of wireless communications or information systems experience in trunked radio wireless system operation;

OR

Master's degree in information technology, computer science, or related field may substitute for all of the above.

Special qualifications:

  • Driving is an essential function of this position. You must have a valid US driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

  • This position requires a maximum 60 minute response time to 455 Airport Rd, SE Bldg. C, Salem, OR 97301 for emergency call-outs.

  • Experience with System Administration for a Project 25 (P25) Trunked Radio system with complex Server and RF Site configurations, ISSI/CSSI connections, conventional and complex gateway connections, Fleet Mapping, user and system configuration and system maintenance.

  • Journeyman level experience in Land Mobile Radio systems (VHF and UHF repeaters, Analog, Digital, and P25 radio, 700/800 Mhz. Trunked Radio), and Terrestrial Microwave Systems, AC and DC power systems.

  • Experience with analog and IP Radio Dispatch Console Systems

  • Proficiency with radio propagation software, including design of analog and digital RF simulcast systems, coverage contours, and antenna pattern optimization.

  • Computer competency in addition to a willingness to learn new technologies.

  • Current in Federal Communications Commission rules and regulations pertaining to Public Service Radio.

  • Completion of manufacturer provided training for P25 radio systems.
