We are looking for you to join our team as a Systems Engineering Manager 2 and will be 100% on-site at our Linthicum, MD location. This position is in Maritime Electronic and Information Warfare (MEIW) Engineering group. The position would functionally lead an experienced team of engineers and Subject Matter Experts in the areas of systems engineering, radar and electronic warfare and IPT leaders. This position is set to be an 80%/20% direct working on programs (80%) and functional management (20%) so experience is helpful in at least one of the areas.
What You’ll get to Do:
As an integral part of our Engineering & Sciences leadership team you will support the diverse portfolio of the Maritime Electronic and Information Warfare (MEIW) Engineering group. You will provide both engineering functional leadership and technical project execution leadership while overseeing approximately 10-15 engineers organized into multiple teams; each team is led by a team lead. Individuals in this section work across several Baltimore, MD based programs.
The Systems Engineering Manager 2 will also be expected to perform productive (direct charge) work on programs in addition to functional management duties. It is anticipated that given the size of this section, the candidate will spend ~80% of their time on programs in a technical/leadership role, and ~20% of their time on the organization. This leader must be able to create a culture of well-being, inclusion and engagement that attracts, retains, and enables a high performing workforce.
Functional Roles and Responsibilities:
Ensure adherence to standard systems engineering processes.
Provide staffing to programs with systems engineering competencies.
Manage workload forecasting, hire/develop new systems engineering talent.
Lead subordinates based on goals, objectives, and company policies.
Prepare, manage, and conduct performance reviews.
Support proposal activities (lead, technical/management volume development, Basis of Estimate (BOE) development/defense).
Program Roles & Responsibilities:
Support an Electronic Warfare (EW) program as a System Engineering IPT Lead, System I&T Lead, System Architect, Technical Lead
Develop and execute detailed RF test plans, setups, and procedures to assess system performance in complex and dynamic multiple RF emitter environments
Design controlled experiments for hardware-in-loop and software-in-loop test bench setups to reproduce and troubleshoot results from remote integration facilities
Coordinate RF data collection and analysis across a subsystem integration lab (SSIL), system integration lab (SIL), and remote integration facilities
Troubleshoot RF test setup, test equipment, and operational issues through Root Cause Analysis (RCA)
Support writing specifications (e.g. RFIs/RFQs/RFPs), ICDs, systems engineering work scope, design reviews (e.g. SRR, SDR, PDR, CDR, TRR TIMs, etc.) and capture/proposal activities.
Workload forecast planning, task prioritization, risk management, and generation of business reports.
Develop systems engineering documentation (SE plans, models, and other CDRL deliverables)
Develop and maintain relationships with internal and external customers, homerooms, and sectors.
Ensure training to staff on Systems Engineering Tools (MATLAB, C/C++, Java, Python, DOORS, Rhapsody, Cameo, etc.) required to support their programs.
This position is contingent upon the successful transfer of an active DoD Secret Clearance.
Basic Qualifications:
Bachelor’s degree with 8 years of experience, a Master’s degree with 6 years of experience or a PhD with 4 years of experience in Science, Technology, Engineering or Mathematics or related technical fields.
U.S Citizenship is required.
An active DoD Secret Clearance is required
1 year of experience with Radar/EW systems
1 year of experience with systems engineering process and procedures
1 year of experience with people management or IPT leadership
Preferred Qualifications:
Advanced degrees in Science, Technology, Engineering or Mathematics or related technical fields.
Experience Test of airborne or ground Radar or Electronic Warfare (EW) Systems
Experience with high power RF systems/applications, electrical or signal processing
Experience in one or more of the following sub-discipline: System I&T, Mode Development, System Architecture, RF Modeling Simulation & Analysis
Experience developing and presenting technical documentation and briefings to the customer and organization leadership.

This positions standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.
Primary Level Salary Range: $149,400.00 - $224,000.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
