Job Summary: This National Guard position is for a SUPV IT SPECIALIST (PLCYPLN) (TITLE 32), Position Description Number D1563PFL and is part of the FL HQ 101 AOG, National Guard.

Major Duties:

  • As a SUPV IT SPECIALIST (PLCYPLN) (TITLE 32), GS-2210-13, you will manage, plan, organize, control, and direct the communications activities of the Wing Flying Unit to ensure mission accomplishment and optimum use of resources. Sets policy, directs and monitors support and related programs including planning and programming, funds distribution and management, economic analysis assistance, budget administration, material management, and related activities. Establishes, advises, and consults on production and quality requirements, mission objectives (both wartime and peacetime), equipment requirements and other logistics needs, to ensure requirements satisfy the respective MAJCOM or NGB requirements. Plans and institutes communications fiscal policies to implement federal law, higher level directives, and to provide optimum support to subordinate organizations. Responsible for unit level oversight of programs used to monitor and eliminate fraud, waste, abuse and mismanagement. Supports audit programs within the ACOMs Staff Communications Division. Serves as functional area technical expert to the Financial Management Board (FMB). Responsible for the development, management, and execution of financial management plans as they relate to communications systems. Analyzes, evaluates, validates, and recommends approval/disapproval of requested or proposed system requirements and develops documentation used in the processing and validation of such requirements.

Qualifications: AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation Military Grades: Officer: O1 thru O4 GENERAL EXPERIENCE: Must have experience of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: GS-13 Must have at least one year of specialized experiences at the GS-12 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs; experience assigned computer applications area or computer specialty area in an organization; experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; experience that required adaptations of guidelines or precedents to meet the needs of the assignment; experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion; experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.
