Job Summary: As the Director of the Strategic Planning and Development service for VA Eastern Colorado's (VA ECHCS) and reports directly to the Health Care System Director. Performs a variety of duties in a constantly evolving, complex and diverse health care system which provides services across a vast geographic catchment area. VA ECHCS is a Joint Commission accredited, complexity level 1A facility serving Veterans in Eastern Colorado and parts of Kansas, Nebraska and New Mexico.

Major Duties:

  • Duties include, but may not be limited to the following: Serves as the Strategic Planning and Development Chief for VA Eastern Colorado Health Care System under the direction of the Director. Responsible for monitoring administrative performance measures, special studies, surveys, projects, planning, evaluation, statistical analyses and general staff support. Work independently and/or with minimal direction on daily operations and special projects assigned by the Executive while meeting required deadlines. Provide liaison with all Care/Service Lines, managing a variety of meetings, groups, action teams, etc. Often identifies the need for such conferences/meetings based on knowledge of the organization's programs and operations as well as programs in related offices. Plan and organize and determines how to use results of proceedings. Responsible for a variety of facility-wide initiatives that support a comprehensive planned approach to healthcare services delivery. These services include both clinical and administrative functions. Interact with medical center executive leadership, senior management, VA central office (VACO) officials, and other Veterans Integrated Service Network (VISN) personnel to keep abreast of substantive hospital management issues and needs within the VISN, determining relative priorities and monitoring performance. Develop background and management options available to deal with complex issues and problems. Determine goals, objectives, and programs that need additional emphasis or develops new ones and develops plans for their study and implementation. Develop long-and short-range plans and briefs Executive Leadership Team, as required, regarding accomplishments. Responsible for all Human Resource actions which includes, but not limited to recruitment, retention, releases, separations, announcements, promotions, performance plans and appraisals. Responsible for submitting planning information into national planning databases. Integrates enterprise-wide, patient level clinical and financial data to provide a single unified view of VA data and to allow an efficient analytical platform through a variety of tools. Performs other related duties as assigned. The position requires operation of a motor vehicle to perform assigned duties. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/10/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Health System Administration Series, 0671 Individual Occupational Requirements (IOR): Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement OR, Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the IOR you must also meet the specialized experience below: You may qualify based on your experience as described below: Specialized Experience GS-14: You must possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist for the GS-14 level. Qualifying specialized experience includes but not limited to: Serves as the Strategic Planning and Development Chief for VA Eastern Colorado Health Care System under the direction of the Director. Maintains up-to-date knowledge of health care policies, must be fully and specifically knowledgeable of the health care system's field and VA Central Office operations and procedures and must be aware of active issues in the VISN. Responsible for and authority of facility wide Systems redesign team, Strategic planning, Capital Asset Planning and Activations team workload capture and evaluation, evaluation of FTE requests, and special projects. Develops long-and short-range plans and briefs Executive Leadership Team, as required, regarding accomplishments. Responsible for all Human Resource actions which includes, but not limited to recruitment, retention, releases, separations, announcements, promotions, performance plans and appraisals. Interfaces extensively with senior administrative and clinical service chiefs, senior executive leadership, and other leaders throughout the health care system. Responsible for submitting planning information into national planning databases. Produces complex analyses and written reports; organize special committees, workshops, or other gatherings; initiates program reviews; develops or fosters cross agency activities. Ensures privacy laws are not violated with transmittal of sensitive information. Responsible for submitting planning information into national planning databases.
