Job Summary

This is a professional supervisory role exercising independent judgment and discretion, responsible for planning, implementing, coordinating, reviewing, and continuously improving the work of a department. Responsible for maintaining and developing assigned staff.

Job Description

Examples of work performed

  • Supervise, train, coach, develop, discipline, motivate, and support assigned staff. 
  • Review past performance, plan, assign, organize, and coordinate the work of assigned staff.
  • Supervise the processing and auditing of rendered assets and inventories.
  • Supervise the discovery of, or changes to, all businesses, mobile homes and farms,
  • Assist taxpayers in the rendering of values according to statutes. 
  • Ensure processing and maintenance of documents and files which support rendered values. 
  • Assist in appellate presentation to the Board of Equalization. 
  • Assist in the development of appeals to District Court. 
  • Perform other duties as assigned.  Train co-workers.
  • May occasionally require work be done outside normal business hours.

Required skills, knowledge, and abilities

  • Knowledgeable in the principles and practices of supervising, and staff development.
  • Attain mastery of all three approaches to value in appraising real property, and all aspects of personal property (mobile homes, farms, business personal, exempt manufacturing, and leased equipment). 
  • Proficiency in use of Microsoft Office products to include Excel, Word, Teams, and ability to learn new software. 
  • Ability to coach the defense of values before Board of Equalization and District Court.
  • Able to professionally coordinate with other County Offices.
  • Attain knowledge of state statutes and rules affecting real or personal property appraisal; of standard principles and practices in real or personal property appraising; of Assessor’s policies and procedures; and of appeals procedures in District Court. 

Supervisory responsibilities

Directly supervise, train, coach, develop, discipline, motivate, and support assigned staff. 

Review past performance, plan, assign, organize, and coordinate the work of assigned staff.

Responsible for developing a team culture and positive work environment.

Coordinates continuous improvement of processes and performance.

Responsibilities include interviewing, selecting, and training employees, planning, assigning, and directing work, evaluating performance, rewarding and disciplining employees, addressing personnel issues, and resolving personnel problems.

Education and/or Experience

Bachelor’s degree in Business Mgmt., HR Mgmt., Organizational Mgmt. or similar discipline, communications, accounting, economics, and/or real estate related discipline;

OR significant experience in personnel/business management and/or real estate appraisal.

Preferred: at least 3 years’ personnel supervision experience.

Preferred: at least 5 years’ experience in property appraisal.

Upon Hire, completion of OK State Advanced Accreditation, as provided for in Title 68 O.S. §2816. 

Upon hire, desired completion of:     IAAO Course 101 Fundamentals of Real Property Appraisal

IAAO Course 102 Income Approach to Valuation

IAAO Course 400 Assessment Administration

IAAO Course 500 Assessment of Personal Property

Language skills

Ability to read, analyze, and interpret general business media, professional journals, technical procedures or governmental regulations.

Ability to write reports, business correspondence, and procedures. 

Ability to effectively present information, and respond to questions from groups, managers, coworkers, and taxpayers.

Mathematical skills

Ability to work with fundamentals of plane and solid geometry and basic accounting concepts.

Ability to apply fractions, percentages, ratios, and proportions to practical situations.

Reasoning ability

Ability to define problems, collect data, establish facts, draw valid conclusions, plan and implement solutions.

Ability to interpret an extensive variety of technical instructions in mathematical or diagram form, and process several abstract and concrete variables.

Certificates, licenses, and registrations

Valid Oklahoma Driver’s License.

Must provide own transportation and liability insurance, work-related mileage is reimbursed.

Upon hire, obtain Certificate of Advanced Accreditation as provided for in Title 68 O.S. §2816

Physical demands

The employee is regularly required to use arms, hands, and fingers to handle, feel, or reach.  They are also required to talk and listen.  The employee is required to move about independently and drive a vehicle.  Specific vision abilities required by this job include close, distance, peripheral, depth perception, and the ability to adjust focus. 

Work environment

This position is based in the office, but has occasional field responsibilities.

The noise level in the office is quiet to moderate.

In the field, this position is occasionally exposed to the outside weather conditions, and may rarely to infrequently be exposed to moving mechanical parts, high precarious places, fumes or airborne particles, possible toxic or caustic chemicals, loud noise, and the required use of personal protective equipment.
