Job Summary

Supervises a small to medium sized operational unit of non-exempt code compliance employees. The functional activities are somewhat complex and have moderate impact on overall operations. Provides technical expertise and services to persons inside or outside the organization. Supervises the daily operation of installation/maintenance/code compliance crews, oversees, monitors, and evaluates all code enforcement activities for the Department. Ensures accuracy, provides assistance and education, assigns training, runs reports, and supervises Code related work.

Overview

The Code Enforcement Supervisor oversees and supervises the daily operation of installation/maintenance/code compliance crews, oversees, monitors, and evaluates all code enforcement activities for the Department. Ensures accuracy, provides assistance and education, assigns training, runs reports, and supervises Code related work.

Essential Functions

1. Supervises, oversees, and monitors the daily operations involved in code compliance and enforcement; assigns work, monitors inspections, tracks and documents personnel time, and maintains updated software.

2. Evaluates, monitors, and reviews the quality of work performed and ensures compliance with regulatory agencies.

3. Implements plans, schedules, determines and assigns objectives needing emphasis; recommends or adjusts work priorities, project schedules, resources, and work plans as required.

4. Gives advice, counsel, instruction, and identifies routine training needs for code compliance staff; provides knowledge and expertise on code compliance and inspection procedures, state laws, local ordinances, code violation procedures, and other code enforcement activities; ensures appropriate internal controls are in place and regularly evaluates staff and provides performance feedback.

5. Prepares monthly reports for assigned departments, audits and evaluates case files, determines overdue files, and evaluates progress.

6. Participates in staff development and team management initiatives; reviews applications, participates in hiring processes, oversees training, resolves personnel conflicts, and approves timesheets for non-exempt employees and/or contractors.

7. Develops strong training and educational materials for new Code Enforcement Officers; creatively and efficiently teaches new recruits to ensure highest quality of code enforcement and compliance activities.

8. Addresses emergency concerns with immediate action. Issues both civil and criminal citations as necessary. Testifies in court regarding code violations and enforcement actions.

9. Leads by example, mentoring other officers and contributing to the professional development of the department. Stays abreast of changes in codes, enforcement techniques, and legal precedents. Obtains and maintains professional certifications as applicable. Serves as lead on special initiatives and sweeps.

10. Performs other work as needed or assigned.

Knowledge and Skills

  • Knowledge of municipal, state, and federal regulations.

  • Knowledge of inspection protocols, policies, and procedures.

  • Ability to determine code violations and suggest corrective action.

  • Ability to issue citations and communicate with various individuals

  • Ability to interpret, educate, and apply regulations to correct compliance issues.

  • Ability to use computer programs, software, and equipment.

  • Ability to provide calm, professional, and excellent customer service.

  • Ability to manage time and complete multiple tasks.

  • Ability to communicate clearly and effectively verbally and in writing.

  • Establishing and maintaining effective working relationships.

MINIMUM QUALIFICATIONS:

  • High school diploma or GED.

EXPERIENCE:

Four (4) years of experience in any of the following areas:

  • Interpreting and/or enforcing city, county, state, or federal codes.

  • Public/Business administration

  • Policy implementation

  • Regulatory compliance

  • Legal or paralegal work

  • Urban planning

AND

  • Two (2) years must have been in a lead or supervisory capacity.

EQUIVALENCIES:

  • Associate degree in any specified field plus two (2) years of the required experience including two (2) years of the stated lead work and/or supervisory responsibilities will meet the education and experience requirements.

  • Bachelor's degree in a non-specified field plus two (2) years of the required experience including two (2) years of the stated lead work and/or supervisory responsibilities will meet the education and experience requirements.

  • Bachelor's degree in a specified field or higher plus two (2) years of the stated lead work and/or supervisory responsibilities will meet the education and experience requirements.

LICENSES AND CERTIFICATIONS:

  • Valid Texas Driver’s license and good driving record

  • Must be a Registered Code Compliance Officer with a current license as Code Enforcement Officer issued by Texas Department of Licensing and Regulations (TDLR)

OTHER REQUIREMENTS: 

  • Availability to work varying shifts, including nights, weekends, and holidays.



Salary Range

 

$27.45 - $32.58
