Position Reports to
- Primary: Senior Resident Engineer / Engineer to Contracts
- Secondary: Project Director and delegates thereof
Primary Purpose of the Position
To ensure that construction works are carried out safely, on time, and in full compliance with contract specifications, quality standards, and regulatory requirements for the FSM SRRIP2 construction supervision consulting services
Key Responsibilities
Perform all duties expected of the role including but not necessarily limited to:
- Ensuring SMEC compliance with relevant supervision and contract administration obligations of the TOR and in its capacity as per instructions from the Engineer for the civil works contracts
- On behalf of SMEC, always maintain a good positive working relationship and reputation with the client, their agents, contractors, and all other stakeholders including ensuring all enquires and complaints are professionally handled, and overall communication is well maintained
- Inspect the construction of the work and order to test and examine any materials to be used or workmanship employed in connection with the works as instructed by the SRE/RE/ARE
- Supervise and monitor site works to ensure compliance with drawings, specifications, codes, and contract requirements
- Inspect workmanship, materials, and equipment to verify quality standards are met
- Oversee site safety practices and ensure contractors follow health, safety, and environmental regulations
- Review method statements, shop drawings, and material submittals for compliance before execution
- Maintain accurate site records, including daily reports, test results, and inspection logs
- Verify progress of works and report delays, non-conformances, or deviations to the Resident Engineer/Project Manager
- Liaise and coordinate with contractors, consultants, and client representatives for smooth site operations
- Assist in resolving technical and site-related issues to avoid delays or rework
- Witness testing and commissioning of systems and certify completed works.
For Supervision:
- If required, receive training/guidance from the senior reporting positions and if requested, provide the same for the Contract Administrators
- Inspect and report on the Contractor’s workmanship and progress
- Review and/or perform quantity take-off measurements, checks and balances
- Review and/or perform quality tests, checks and balances
- Maintain own daily inspection diary and as required, use this to update relevant records in the office
- Ensure corrective actions are taken for defects, deficiencies, or non-compliance.

Key Performance Indicators
- SMEC satisfaction with the services provided
- No negative feedback from the Client, their reps, or Contractor’s personnel. If this does occur, each event will be investigated by SMEC/OCG on a case-by-case basis in order to determine cause and resolution
Key Qualifications, Knowledge, Skills & Experience
- Bachelor’s degree in civil engineering or equivalent
- min. 4 years of experience in construction and supervision of roads and / or bridges
- Good computer and organisational skills
- Good communication skills
