Job Description:

Overview

Responsible professional planning work in developing, maintaining and implementing the Comprehensive Plan and other current and/or long range planning activities.

Essential Functions

  • Develops and conducts special studies relative to maintaining, updating and implementing the City's Comprehensive Plan.

  • Assists in the overall preparation of the City's Comprehensive Plan; preparing population projections; maintaining land data; analyzing and evaluating pertinent socio-economic data; preparing comprehensive plan amendment analyses and comprehensive plan consistency reviews.

  • Assists the general public, other division and City agencies with general information requests regarding the comprehensive plan, zoning ordinance and land development regulations.

  • Assists applicants regarding policy and procedures dealing with the submission and processing of rezoning and special exception applications.

  • Assists in making presentations to the Planning Board, City Commission and other groups as assigned on rezoning and special exception applications.

  • Performs related work as required.

Minimum Qualifications

Graduation from an accredited college or university with an Associate Degree in Planning or closely related field with an emphasis in urban or regional planning plus three (3) years of experience in the field of public planning; or the equivalent in education, training, and experience, which would provide the necessary knowledge, skills and abilities. A Bachelor Degree in Planning is preferred. Possession of and ability to maintain a valid State of Florida Driver's License is required.

Job Based Competencies

  • Considerable knowledge of the principles and accepted practices of public planning and the ability to interpret zoning regulations.

  • Specialized knowledge in one or more of the following areas is preferred: land use planning, transportation planning, capital improvements programming, coastal/natural resource planning, recreation planning, historic preservation, housing and economic base analyses.

  • Knowledge of the methods of collection and analysis of planning data and the preparation of planning reports and studies.

  • Personal computer skills and knowledge of database programs is preferred.

  • Ability to interpret applicable legislation, rules and regulations; present ideas and findings clearly and concisely in both written and oral form; establish and maintain effective working relationships with subordinates, superiors, other City departments, community officials, citizens, State and Federal officials.

Responsibility

Under the direction of and responsible to the Department Head or designated representative. May supervise lower level planning technicians on assigned projects.

Physical Requirements

This is primarily office work requiring limited physical effort. Position requires visual acuity for reviewing, checking, preparing, and maintaining written and computer files. Incumbent is required to have sufficient hearing to accurately perceive information at normal spoken word levels. Manual dexterity to operate standard office, data entry, and word processing equipment is required.

Public Contact

Considerable contact with the public and other departments within the City and other local governments and state agencies.
