Title: Senior Director, Permanent Supportive Housing (PSH)

Division: Affordable Housing – Permanent Supportive Housing
Status: Exempt
Reports to: Senior Vice President, Affordable Housing Management

Position Overview

The Senior Director of Permanent Supportive Housing (PSH) provides visionary leadership and strategic direction for National Church Residences’ supportive housing portfolio. Reporting to the Senior Vice President of Affordable Housing Management, this role is responsible for driving excellence in service delivery, operational performance, and resident outcomes across all PSH programs.

This senior leader ensures that residents experiencing or exiting homelessness receive person-centered, trauma-informed, and equitable care that fosters housing stability, health, and long-term independence. The Senior Director leads a high-performing team, oversees multi-million-dollar program budgets, and builds strong community and funder partnerships to expand impact and sustainability.

Key Responsibilities

Strategic Leadership & Program Development

  • Define and execute the strategic vision for PSH services aligned with the organization’s mission and goals.

  • Champion evidence-based practices such as Housing First, harm reduction, and trauma-informed care to enhance program effectiveness.

  • Serve as the PSH executive lead to the PSH Services Board—providing insights, reports, and strategic recommendations.

  • Partner with Property Management and Health Services to integrate housing, clinical, and operational priorities through the Blended Management Team.

Operational Excellence & Team Development

  • Lead, mentor, and develop a diverse team of program and clinical professionals, fostering a collaborative and accountable culture.

  • Ensure consistent delivery of high-quality, person-centered services that meet compliance standards.

  • Provide coaching and guidance in addressing complex resident needs, including behavioral health, legal, and tenancy-related issues.

  • Drive operational efficiency and continuous improvement through data-informed decision-making.

Compliance, Grants & Performance Management

  • Ensure compliance with all local, state, and federal regulations, as well as grant and contract obligations.

  • Oversee the management of grants and contracts, including applications, renewals, performance tracking, and reporting.

  • Maintain data integrity and use performance metrics to measure success, identify gaps, and guide innovation.

Financial & Resource Stewardship

  • Develop and manage PSH program budgets, ensuring fiscal responsibility and alignment with organizational goals.

  • Partner with Development and Philanthropy teams to pursue new funding opportunities, including grants and philanthropic partnerships.

  • Use outcome data and financial analytics to optimize program resources and sustainability.

Partnerships & Community Engagement

  • Represent National Church Residences at community forums, collaborative initiatives, and with key stakeholders such as housing authorities, funders, and municipalities.

  • Strengthen partnerships across internal departments and external agencies to advance housing stability and resident well-being.

  • Serve as a visible ambassador for the organization’s mission, promoting innovation, equity, and impact in supportive housing.

Qualifications

Education:

  • Required: Bachelor’s degree in social work, Human Services, Public Administration, or related field.

  • Preferred: Master’s degree (MSW, MPA, or related).

Experience:

  • Required: 8+ years of progressive leadership in supportive housing, homelessness services, or related human services.

  • Proven experience managing teams, programs, and budgets within complex, multi-site environments.

  • Preferred: 10+ years of leadership experience with 5+ years in a senior management role. Experience with HUD programs, government contracts, and grant-funded initiatives.

Skills & Competencies:

  • Strategic leadership with strong business acumen and programmatic vision.

  • Expertise in Housing First, trauma-informed care, harm reduction, and fair housing practices.

  • Exceptional communication, collaboration, and crisis management skills.

  • Proficiency with case management and reporting systems, and Microsoft Office Suite.

  • Demonstrated commitment to diversity, equity, and inclusion (DEI).

Other Requirements:

  • Valid driver’s license and proof of insurance.

  • Ability to travel regularly to PSH sites and community events.

  • Successful completion of background and pre-employment screenings.

Working Environment

Office-based with regular site visits to PSH communities. May encounter typical long-term care conditions such as noise, odors, and interaction with residents in crisis.
