The Analyst is responsible for managing projects on behalf of the Energy Market Operations and Market Operations sub-divisions and acting as a liaison with the Market Design and Markets Automation & Quality Assurance departments to ensure Markets software implementations meet the intended design criteria. In support of that responsibility, this role will:

  • • coordinate Markets project activities to ensure projects are developed and implemented with high quality with respect to established Project Management guidelines

  • • ensure thorough project documentation including compliance and design considerations

  • • communicate and coordinate current and upcoming Markets project milestones inside and outside of the division

  • Establish parallel timelines and milestones in coordination with project coordinators for the impacted divisions/departments

  • • coordinate project budgeting in coordination with Corporate Finance

  • • Organize testing activities in coordination with IT Quality Assurance department and store all testing documentation

  • • coordinate conforming updates to PJM Manuals and supporting documents

  • • attend relevant stakeholder meetings to support key initiatives


The Project Manager will ensure the projects and associated processes, are executed in a timely manner, are coordinated and communicated across multiple divisions involved and external vendors, as well as have tools developed, operated, and maintained in a reliable and secure manner following the PJM guidelines. The role ensures that project deliverables are transitioned to organizational functional owners with appropriate training and support structures to ensure adoption and proper ongoing operation, delivering on the value expected from the project deliverable.

Other responsibilities of the position include divisional support activities including but not limited to divisional project tracking, participation in the Quality Assurance Committee to ensure Markets is aware and prepared for upcoming initiatives, and support of current Markets processes to ensure adherence to all compliance requirements. In addition, this role will support the Human Performance and Operating Experience (HP&OE) program goals to prevent and reduce the frequency of human errors and promote behaviors throughout the division to identify and implement corrective actions to prevent recurrence of events.

Essential Functions:

  • Work with Market Design department to ensure newly developed market rules are designed thoughtfully with respect to implementation complexity in order to minimize compliance risk.

  • Coordinate Quality Management activities for projects with the Markets Automation & Quality Management department

  • Ensure continuity between the Market Design department, Energy Market Operations division and Market Operations division to ensure new initiatives are implemented accurately and consistently with the approved set of changes with a focus to minimize compliance risks.

  • Coordinate cross-divisional tasks and communication for projects as necessary including timelines and milestones to communicate and track project status.

  • Markets software vendor Portfolio management: Provide the necessary leadership, planning, coordination, facilitation and support to markets Leadership and Project Managers to ensure the delivery of the Markets software vendor projects on time, within budget and meeting Markets strategic and business requirements.

  • Provide administrative support and/or development of relevant Governing Document and PJM manual language.

  • Coordinate Project Team testing in coordination with IT QA staff while storing all testing documentation for future reference.

  • Review and evaluate existing processes to support and ensure tariff compliance.

  • Document processes and ensure “repeatability” for the creation of business rules within the Markets division.

  • Act as a Liaison for the Market Services division with the internal Compliance and Internal Audit departments.

  • Coordinate internal and external post project implementation auditing activities.

Characteristics and Qualifications:

Required:

  • Bachelor's degree in Engineering, Economics, Computer Science, Business Administration or equivalent work experience

  • At least 0-5 years of work experience

  • Ability to produce high-quality work products with attention to detail.

  • Ability to work independently and as part of a team on work assignments to support the Markets Division.

  • Assignments will vary and include project coordination, process documentation and process improvement development.

  • Must have high learning agility to understand complex technical problems.

  • Must have effective analytical and reasoning capabilities, refined written and verbal skills and presentation skills.

  • Candidate must also possess the ability to effectively present information to peers, PJM management, PJM Stakeholders and public groups.

  • Must have excellent communication and active listening skills.

  • Ability to produce high-quality work products with attention to detail

  • Experience in quantitative and qualitative analysis

  • Ability to use mathematical and electrical theory

  • Ability to troubleshoot and provide technical support

  • Experience with PJM portfolio management processes


Preferred:

  • Master's degree in Engineering

  • Experience with PJM operations, markets, and planning functions

  • Experience using PSS/e (power system analysis program)

  • Portfolio Management Professional Certification (PMP)
