We are hiring an Interconnects Development Engineering Specialist who will oversee and coordinate all aspects of Project Development for the Interconnects program and projects. As a Specialist, you will uphold the Enbridge priority to be the First Choice of Customer and support our Path to Zero safety target by ensuring safe and fit-for-purpose solutions to third-party request for gas measurement & regulation interconnection projects. You will also ensure that development project scope definitions comply with all regulatory, environmental, health and safety requirements through effective management and coordination of internal functional groups and external consultants.

Here’s what you will do:

  • Develop, maintain and use orientation and on-boarding materials to support Connecting Parties through successful completion of gas measurement & regulation interconnection projects, which will include establishment of an Interconnection Agreement and all activities necessary to nominate receipt and/or delivery of pipeline quality natural gas (e.g. land acquisition and assignment of rights, permitting, design).

  • Leverage and continuously improve application of existing project development tools and information, to establish and maintain realistic and reliable project schedules and cost estimates for review and acceptance by internal stakeholders (e.g. Project Sponsor, Field Operations, Project Manager) for delivery to Connecting Parties requesting gas measurement and regulation interconnection projects.

  • Organize preliminary site visits by Construction and Operations field staff, and manage contracts associated with preliminary site survey activities and preliminary design by engineering consultants.

  • Lead the development of Unclassified and Classified Project Proposals, Project Charters, Charter deliverables, and Charter Plans or equivalent.

  • In collaboration with Sponsors, develop and maintain long range cost and schedule forecast of prospective third-party gas measurement and regulation interconnection projects.

  • Optimize long range plans to identify synergies with concurrent work and optimize resource deployment.

  • Ongoing management of Interconnects portfolio meta data and creation of PowerBI dashboards to illustrate portfolio trends, internal stakeholder accountabilities, interconnect project progression from intake through to reconciliation, project management performance, and health, etc.

  • Coordinate and prepare for monthly meetings with internal stakeholders (Gas Control, Operations, Business Development/Marketing, etc.).

  • Organize post-project Lessons Learned meetings to identify project successes and areas for improvement, and to maintain project benchmarks that support improved portfolio performance over time.

  • Provide support to Supervisor, Development and Engineering and audit reviews of Interconnect design packages.

  • Provide support to Supervisors and Manager to advance continuous improvement opportunities, as requested.

Who you are:

You have:

  • Bachelor’s degree in engineering with a minimum of 7 years of experience, or equivalent combination of education and experience.

  • Professional Engineer designation (for candidates located in Canada).

  • High degree of knowledge of the hazards and safety precautions in the design and operations of a pipeline facility.

  • Working knowledge of applicable codes, procedures, policies, and regulations.

  • Working knowledge of all pipeline facility aspects; mechanical, civil, electrical & instrumentation, automation & controls and knowledge and experience in gas pipeline construction or operations and maintenance.

Preferred Assets:

  • Project Management Professional (PMP) certification.

  • Experience negotiating technical aspects of Interconnection Agreements between companies.

Working Conditions:

  • Office environment (80%).

  • Travel to other Enbridge offices and field locations in the US and Canada (20%).

  • Travel to field worksite locations may require Personal Protective Equipment (PPE).

Physical Requirements include but are not limited to:

Grasping, kneeling, light – moderate lifting (objects up to 20 pounds), reaching above shoulder, repetitive motion, typing, sitting, standing, visual requirement (able to see screens, detect color coding, read fine print), hearing requirement and the ability to sit at a computer for long periods of time.
