Northrop Grumman Aeronautics Systems has an opening for a Software Engineering Manager 3- Process- Execution and Metrics (PEM) Lead to join our team of qualified, diverse individuals to support a classified program. This role is located in Melbourne, Florida

The Software Engineering Manager 3 PEM Lead will report directly to the classified program EI&E Avionics and Software Engineering Director for their technical duties.

You will be responsible for providing engineering leadership to the Software organization on the program and serve as a primary interface to the Center of Technical Excellence organization to ensure process, tool and training needs. You will help establish and monitor engineering metrics to ensure technical rigor and continuous improvement. You will provide mentorship and guidance to the software staff and Section Managers based on program and engineering goals, objectives, and company policy.

The successful candidate will collaborate with other leads in a team-oriented environment to achieve program goals. The Software PEM lead helps ensure, in collaboration with engineering leads, that technical, cost, and schedule performance measures are being met. You will ensure that software design and development approaches comply with Sector processes, procedures and best design/architecture approaches and drives reuse of design concepts from across the Sector, and meets first time engineering quality and affordability objectives.

Key Responsibilities:

  • Act as a primary entity for avionics discipline across all IPTs and SMTs
  • Ensure technical quality of products and deliverables.
  • Identify and manage resources effectively to ensure successful execution program and technical baselines
  • Reviews and analyzes released engineering change requests (TRB, CCB) for approval
  • Present technical and program information to internal and external stakeholders including NGC and customer leadership.
  • Ensures, in cooperation with other engineering disciplines and leadership, that Giver/Receiver relationships are developed to manage interfaces across project activities
  • Contribute to the resolution of critical/urgent program/technical issues
  • Support program deep dives
  • Responsible for software discipline technical and cost inputs for all new proposals and Engineering Change Proposals (ECPs) and coordinating with PM, CE, and CoTE for approval.
  • Collaborate with other engineering and program leads in a team-oriented environment to achieve program goals.
  • Develop metrics with team to support execution
  • Establish, maintain, and ensure adherence to functional process and procedures
  • Supports R&O definition and mitigation discussion
  • Manage discipline staffing for the program
  • Manage promotions, merits, and bonuses balancing employee market value, affordability, and retention
  • Foster employee engagement and appreciation through meaningful and timely recognition, direct personal interactions, and effective communication
  • Perform team performance management tasks such goal setting, providing feedback, coaching, mentoring, rewards and recognition.
  • Collaborate with CoTE on professional development resources including training needs.
  • Must demonstrate leadership skills including the ability to work effectively in a team environment and possess effective communication and presentation skills to all levels.

Basic Qualifications:

  • Must have a Bachelor’s degree in a Science, Technology, Engineering or Mathematics (STEM) field AND 9 years of related professional/military experience that includes a background in software development, OR a Master’s degree AND 7 years of related professional/military experience that includes a background in software development.
  • 9 years of software experience including Software Project Manager or Integrated Product Team Lead within software in Aerospace and Defense.
  • Experience with Agile development.
  • Experience in Leadership and management of a large team.
  • Experience in all phases of the Software Development lifecycles.
  • Experience in planning staffing requirements.
  • Experience in technical problem solving, to include: decomposition, root cause analysis, solution development, implementation and monitoring.
  • Must have an active DoD Secret (or higher) clearance (with a background investigation within the past 6 years or enrolled into Continuous Evaluation).
  • Ability to obtain and maintain initial Special Program Access (SAP/PAR). This SAP/PAR must be obtained prior to commencement of employment and must be obtained within a reasonable amount of time as determined by the company to meet its business needs.

Preferred Qualifications:

  • Excellent communication, mentoring, interpersonal skills, and the ability to collaborate with senior management, peers, and employees.
  • Demonstrated knowledge and understanding of NGAS Engineering processes.
  • At least 5 years of management experience such as Section Manager, Staffing Manager, Department Manager.
  • Experience as a certified Agile Software Development Coach.
  • Experience with Cybersafe, SSE integration through design process.
  • Familiarity with Northrop Grumman Software Development processes, CMMI Level 3 or higher, AS9100, or DO-178.
  • Experience with leading, preparing, reviewing and approving technical and cost inputs for proposals and ECPs.

Primary Level Salary Range: $161,500.00 - $242,300.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
