Job Summary
The Technical Project-Senior Specialist will act as a subject matter expert (SME) for VIC/TAS Site Acquisition, Environment and Design (SAED) team, providing strategic advice and leadership and collaborating with internal and external partners to facilitate successful delivery of the Wireless Program Management Office (WPMO) programs of work.

Job Description
In this pivotal role, you will primarily manage a defined portfolio of CMTS, In-Building Coverage (IBC) and Satellite projects for Telstra’s Site Acquisition and Environmental Design (SAED) across the VIC/TAS region, bringing expert knowledge and vision to every stage of the process. You’ll drive improvements in standards and workflows to ensure seamless program delivery, while navigating complex challenges and managing high-impact sites that could influence Telstra’s rollout and reputation. Acting as Telstra’s voice in regional forums, you’ll champion collaboration, provide timely insights, and develop strategies, innovative reporting tools that keep stakeholders informed and projects on track. The Role
- Lead and Provide Expertise: Offer subject matter expertise and leadership in all areas of Site Acquisition, Town planning, environmental planning, property, and design management processes to the VIC/TAS SAED regional team.
- Strategic Guidance: Advise on Telstra’s CMTS deployment activities, especially on contentious sites that could impact Telstra’s rollout program, brand, and reputation.
- Escalation Point: Serve as the escalation point for Telstra’s contractors and internal staff facing challenging property, town planning and design constraints.
- External Interactions: Manage interactions with landlords, State and local government bodies, Utility Managers, Road and Rail authorities and third-party site providers.
About You
- You have a strong understanding of Site Acquisition disciplines, including property matters including commercial leases and licences, environmental planning, civil design, construction methods, EME compliance and the Mobile Network.
- You bring extensive knowledge of Federal and State legislation, guidelines and codes of practice, such as the Telecommunications Act 1997, Telecommunications (Low-impact Facilities) Determination 2018, C654:2000 Mobile Phone Base Station Deployment Code 2025, Land Access Network and Deployment Solutions (LANDS), Cultural Heritage acts and environmental requirements under the EPBC Act 1999.
- Provides expert advice on legislative matters to both internal and external stakeholders.
- Demonstrated knowledge of the development application process, including proficiency in reviewing and endorsing statements of environmental effects. Possesses a thorough understanding of appeal rights, particularly regarding Planning and Environment Court appeals, and experience in effectively managing appeals is highly regarded.
- You’re experienced in stakeholder management and building positive relationships and experience in community consultation.
- You excel in oral and written communication, collaboration, analytical skills and strategic problem-solving.
