Job Summary: The New Mexico VA Healthcare Network is recruiting for a Senior Social Worker Veterans Justice Programs (VJP) Specialist. The incumbent functions as part of the Veterans Justice Programs team and provides psychosocial services primarily to Veterans who are experiencing, or at risk of criminal justice involvement. The Incumbent provides a wide-range of in-person case management services to Veterans living in Rural New Mexico.

Major Duties:

  • Independently conducting interviews and assessments for the purpose of program enrollment and to aid in the development of treatment plans. Conduct in-person visits with Veterans in incarcerating facilities to conduct initial needs assessments and develop appropriate treatment plans. Providing community-based, clinical case management and care coordination services at the frequency commensurate with the Veteran's stage of case management, clinical needs, and preferences for care. Advocating on behalf of Veterans when treatment appears to be an appropriate alternative to incarceration, based upon both legal and clinical criteria. Assisting Veterans to form and achieve goals to improve quality of life, to include the pursuit of employment, engagement in medical and mental health care, increased social supports, access to benefits and end of life planning. Serves as a member of Treatment Court Teams, providing a clinical perspective and guiding treatment plans for Veteran participants. Attend court sessions with Veterans to provide support and develop opportunities to advocate for treatment when legally appropriate. Provides education and information to community partners in law enforcement, court systems, incarcerating facilities, and other agencies within the criminal justice system. Develop and deliver educational materials and programs to community partners in law enforcement, courts, jails, prisons, and other relevant agencies. Providing a wide range of social work interventions and services in both individual or group settings, as consistent with VHA Directive 1110.02 Social Work Professional Practice and approved scope of practice. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Language: Proficient in spoken and written English as required by 38 U.S.C. 7403(f). Education: Master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for master's degree in social work. Licensure: Candidate must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements, applicants must have at least two years of experience post advanced practice clinical licensure and should be in a specialized area of social work practice of which, one year must be equivalent to the GS-11 grade level. In addition to the experience above, candidates must demonstrate all of the following KSAs: Skill in a range of specialized interventions and treatment modalities used in specialty treatment programs or with special patient populations. This includes individual, group, and/or family counseling or psychotherapy and advanced level psychosocial and/or case management. Ability to incorporate complex multiple causation in differential diagnosis and treatment within approved clinical privileges or scope of practice. Knowledge in developing and implementing methods for measuring effectiveness of social work practice and services in the specialty area, utilizing outcome evaluations to improve treatment services and to design system changes. Ability to provide specialized consultation to colleagues and students on the psychosocial treatment of patients in the service delivery area, as well as role modeling effective social work practice skills. Ability to expand clinical knowledge in the social work profession, and to write policies, procedures, and/or practice guidelines pertaining to the service delivery area. Preferred Experience: Experience working with Veterans or individuals in need of treatment related to justice involvement in systems such as courts, jails, or prisons. Clinical case management experience working with individuals with high clinical needs. Experience developing relationships with community partners.
