Job Description:

The Resident Engineer shall provide full-time, on-site leadership, technical supervision, and administrative management of the construction works for a flagship FIFA stadium in Riyadh, KSA. The position ensures that all construction activities are executed in full compliance with the approved design documents, contract specifications, and applicable standards, in accordance with the Project Management and Construction Management (PMCM) Scope of Services. The Resident Engineer shall act as the Client’s primary on-site representative, responsible for managing construction progress, enforcing quality and safety standards, and ensuring that all works are delivered within the approved schedule, budget, and technical parameters.

Core Responsibilities:

  • Administer, manage, and supervise all site construction operations to ensure adherence to the approved drawings, technical specifications, construction methodology, and contract requirements.
  • Review and approve shop drawings, material submittals, requests for information (RFIs), and method statements prepared by the Contractor, verifying compliance with the design intent and project standards.
  • Continuously monitor construction progress against the approved baseline schedule, identifying any potential risks, delays, or deviations, and implementing corrective measures to maintain project targets.
  • Coordinate closely with the Contractor, Lead Design Consultant (LDC), Early Contractor Involvement (ECI) partners, and PMCM discipline leads to resolve technical or design-related conflicts efficiently and transparently.
  • Conduct regular site inspections and audits to verify workmanship, material quality, and adherence to the approved Inspection and Test Plans (ITPs) and quality assurance procedures.
  • Oversee the strict enforcement of health, safety, and environmental (HSE) procedures, ensuring that all permits-to-work, hazard controls, and risk mitigation measures are properly implemented by the Contractor.
  • Review and validate quantities, measurements, and site records to support the preparation of interim payment certificates and final accounts in coordination with the Commercial / Contract Manager.
  • Maintain comprehensive daily and weekly reports documenting progress, manpower, equipment, weather conditions, safety observations, non-conformance issues, and inspection results.
  • Ensure that all site correspondence, records, and reports are properly logged, organized, and transmitted in accordance with the approved Project Management Plan and the Client’s communication protocols.
  • Escalate deviations from approved procedures or specifications to the Project Director / Sr. Resident Engineer and recommend appropriate corrective or preventive actions.
  • Supervise and coordinate the completion of snagging, testing, and commissioning activities, ensuring that handover documentation meets the Client’s acceptance criteria.
  • Support the Project Director in reviewing contractor claims, variation requests, and technical correspondence, ensuring completeness, accuracy, and compliance with contractual requirements.
  • Maintain strong coordination and professional communication with all project stakeholders to ensure that Client expectations are met and exceeded throughout all phases of site execution.

  • Qualifications and Experience:

  • Bachelor’s Degree in Civil, Structural, or Architectural Engineering from a recognized university.
  • Chartered or Professional Engineer status is preferred.
  • Minimum 20 years of total professional experience, including significant experience in the supervision of stadium, arena, or large-scale infrastructure projects under FIDIC-based contracts.
  • Demonstrated capability in managing multidisciplinary site teams and coordinating with multiple contractors while maintaining strict compliance with schedule, quality, and HSE performance requirements.
  • Extensive knowledge of construction methodologies, material standards, quality assurance and control systems, and the Saudi Building Code applicable to major public facilities.
  • Strong leadership, organizational, and communication skills with the ability to enforce technical discipline, safety, and reporting standards across all site activities.
