Overview
The Program Manager leads and supports utility-sponsored energy efficiency, electrification, and demand response programs across residential, commercial, industrial, agricultural, and public sectors. This role combines strategic oversight, stakeholder engagement, technical expertise, and operational execution to deliver measurable energy savings and promote equitable access to clean energy solutions. The position requires strong leadership, analytical skills, and the ability to manage complex projects in a dynamic, client-focused environment.
Key Responsibilities
- Design, implement, and manage energy efficiency and demand-side management (DSM) programs in alignment with utility and regulatory goals.
- Oversee program performance, including financial management, contract deliverables, strategic planning, and quality assurance.
- Lead cross-functional teams (engineering, IT, marketing, outreach) to ensure timely and effective program delivery.
- Build and maintain relationships with clients, subcontractors, trade allies, and community stakeholders.
- Conduct outreach to contractors, distributors, and manufacturers to drive program participation.
- Analyze market trends and emerging technologies to inform program innovation and enhancements.
- Manage reporting, forecasting, invoicing, and regulatory compliance documentation.
- Support pilot programs and emerging technology initiatives, including cost-effectiveness and impact assessments.
- Represent programs at industry events, trade shows, and community forums.
- Provide technical assistance, training, and guidance to internal teams and external partners.

Required Qualifications
- Bachelor’s degree in Energy, Engineering, Environmental Studies, Business, Construction Management, or a related field (or equivalent experience).
- 5+ years of experience in energy efficiency, clean energy program management, or consulting for utilities or public agencies.
Preferred Qualifications
- Experience with HVAC, lighting, building automation, EV infrastructure, or agricultural energy systems.
- Familiarity with residential and commercial construction practices and energy codes.
- Industry certifications such as PMP, CEM, BPI, LEED-AP, or Six Sigma.
- Strong client-facing, interpersonal, and communication skills.
- Demonstrated ability to lead cross-functional teams and manage multiple priorities in a fast-paced environment.
