We have an exciting opportunity for a Senior Manager, Global Trade, this is an individual contributor role who will manage ITAR Part 130 compliance activities within Raytheon. This position will be expected to provide strategic oversight, guidance, leadership, and management of Part 130 compliance for Raytheon. 

The successful candidate will be responsible for contributing to key global trade compliance infrastructure elements including people, processes/procedures, automated solutions/tools, training, and metrics, as well as collaborating closely with cross functional teams across the organization and championing compliant business practices in the intricate landscape of export and import regulations.

What You Will Do

  • Serve as Empowered Official for Part 130 certification.
  • Oversee a team of Global Trade professionals, providing support, guidance, and development.
  • Develop and provide Part 130 guidance for complex DCS and FMS authorizations.
  • Act as Subject Matter Expert (SME) in Part 130.
  • Preparing, submitting, tracking, obtaining and managing all necessary Part 130 compliance activities by:
    • Working closely with internal customers to assess Part 130 implications.
    • Ensuring review of Part 130 compliance with applicable functions and stakeholders prior to submittal.
    • Obtaining and documenting Part 130 artifacts to support determination.
    • Providing status updates Global Trade and functional stakeholders.
    • Responsible for managing day-to-day execution of Part 130 compliance.
    • Monitoring prior Part 130 determinations for any changes effecting the authorizations or prior Part 130 submissions and taking action upon knowledge of the change.
  • Providing day-to-day guidance, training and support to Global Trade and functional stakeholders.
  • Interpret and explain compliance requirements in accordance with the ITAR and Raytheon policies and procedures.
  • Contributing to learning and audit assessment programs to ensure implementation and effectiveness of internal controls.
  • Assisting in identifying and reporting compliance concerns and identifying errors/areas requiring improvement and implementing corrective actions to resolve problems.
  • Supporting management in investigating and resolving compliance matters, audits and investigations.
  • Contribute to key global trade compliance infrastructure elements including people, processes/procedures, automated solutions/tools, training, and metrics.

  • While leading a team of Global Trade professionals, you'll become proficient in managing people, providing insightful guidance on licensing strategies and portfolio management, and fueling the growth of our business.
  • You will play a pivotal role in contributing to the continuous improvement of our Global Trade Processional and of our licensing and compliance policies and processes.

Qualifications You Must Have

  • Typically requires University Degree and minimum of 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience
  • Experience with ITAR, drafting and submitting Department of State license and agreement applications
  • Experience providing Part 130 Subject Matter Expertise (SME) such as training, monitoring, tracking, and managing Part 130 workflows
  • Experience collaborating with Trade Counsel, Global Trade, and / or similar functional stakeholders for continuous improvement solutions and / or enhancements in Part 130 compliance
  • Experience with DECCS and/or other automated licensing and compliance systems and/or resources

  • Self-starter with demonstrated ability to develop effective networks with internal customers and ability to collaborate with multiple business functions for success
  • Strong time management, prioritization, analytical and organizational skills, with ability to meet deadlines and achieve desired results
  • Experience in leadership positions or similar associated with developing strategic business acumen.
  • Problem solver, able to work under time sensitive circumstances, collaboratively or independently.
  • Excellent interpersonal, communication and writing skills
  • Ability to work collaboratively and communicate effectively with all levels of internal and external stakeholders
  • Extensive knowledge of Raytheon systems, including but not limited to RGEMS, RECON, and ICMS

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
