Team/Role Overview

The Senior Lead Country Counsel is a senior level position responsible for serving as strategic business partner and subject matter expert by providing legal counsel and thought leadership to aligned countries/geography of responsibility. The overall objective of this role is to provide legal support, advice, and guidance across a broad range of practice areas, with respect to the local laws and regulations of the country or countries for which the role is responsible.

This role is responsible for providing guidance, support, and legal advice on Citi's businesses and functions in Germany and Europe for Citigroup Global Markets Europe AG (“CGME”) and in Germany for the Citi franchise generally. This role requires thorough understanding of the strategic direction of the business, combined with a solid conceptual / practical grounding in the laws and regulations in Germany and the EU. Provides input into strategic decisions, exercising sound legal judgement to develop proactive, practical, and skillful business-oriented solutions.

What you’ll do

  • Provide legal counsel to the senior management of CGME and the country senior management of Citi in Germany, control/support functions and businesses on legal, regulatory and franchise matters associated with Citi’s business activities in Germany and the EU; ensuring that Citi is appropriately addressing legal, regulatory and franchise risks in these countries, consulting with Regional Country Counsel as appropriate

  • Support the CGME and German Country General Counsel in providing legal advice and guidance to the management board and the supervisory board of CGME and their respective committees, as well as the Country Coordination Committee, on matters of German corporate and German and EU regulatory law, including regulatory expectation, as well as on legal and regulatory risk

  • Partner with the Company Secretary team with respect to advice and guidance on corporate law and governance matters

  • Support strategic initiatives of the businesses and functions by providing subject matter expertise and interpretations of relevant laws, rules, regulations, and industry practices, and advising business management/leadership on all manner of legal matters impacting the business

  • Provide legal advice to the senior management of CGME and country management in Germany in its engagement with regulators and all other local regulatory bodies that are relevant to Citi business activities and with supervisory inspections, investigations and assessments (ECB, BaFin, Bundesbank, SRB and national regulators across Europe)

  • Provide legal counsel in all aspects of regulatory law, including in AI related governance aspects in the financial industry

  • Proactively monitor and ensure that key legal and regulatory developments that may impact or otherwise be relevant to Citi’s businesses in CGME and/or Germany – including those involving other financial institutions – are appropriately monitored and that country management is apprised of significant developments

  • Provide advice and guidance in regulatory change management processes and outsourcing frameworks

  • Advise the independent research business on regulatory matters

  • Drive the provision of internal and external legal support to Citi’s local businesses in Germany, ensuring that Citi’s legal needs are met in a cost-effective manner and applying institutional knowledge against industry standard, widely accepted business practices, laws, rules, and regulatory guidelines

  • Drive collaboration across lines of business and control/support functions to achieve coordinated and efficient outcomes on matters of common interest; coordinate closely with other Legal team members, as appropriate

  • Advise (or arrange for the provision of legal advice by other internal or external counsel to) country management on legal and regulatory risks affecting Citi’s businesses and franchise in Germany and Europe and help ensure that Citi is appropriately addressing those risks

  • Provide legal advice and guidance on all matters of German law; manage day-to-day legal activities as a subject matter expert and provide senior advisory services to business partners

What we’ll need from you

  

  • Fully qualified German lawyer (University degree and both state exams), and admitted to the local bar

  • Several years of specific relevant industry experience in an international law firm and/or in an in-house legal role in financial services

  • Demonstrable professional experience in banking laws and good background within Investment Banking / Capital Markets products

  • Strong expertise in German and EU regulatory laws and guidance, and sound market insight, including in national and cross-border contexts; experience in supporting the relationship with regulators

  • Good knowledge of and practical experience in German corporate law and German and European regulatory governance expectations; expertise with advising boards

  • Good business and workflow understanding

  • Excellent leadership, interpersonal, organizational and relationship management skills; good team player

  • Proven ability to manage multiple assignments simultaneously in a demanding, fast-paced environment

  • Good project management skills; well-developed organizational abilities

  • Commercially focused problem solver

  • Effective communication and negotiation skills and ability to build and maintain trusted relationships
