Job Summary: Joining the Secret Service, Office of Protective Operations will allow you to develop, analyze, and evaluate financial management program planning and recommendations, which are designed to implement effective and efficient financial management operations, budget formulation/analysis, and evaluation of budget execution. Major Duties:

  • The selectee will serve as a Senior Financial Management Analyst in the Office of Protective Operations. Typical work assignments include: Oversees the financial planning, execution, and reporting of resources allocated to the agency's mission-critical protective operations. The employee ensures the effective management of appropriated funds to support the protection of the President, Vice President, visiting foreign dignitaries, and other designated individuals and events. Directs the formulation, execution, and oversight of multiĀ­ billion-dollar budgets, addressing complex interrelationships between funding sources, operational priorities, and legislative requirements. Develops and implements OPO's short- and long-term budget estimates and the formulation of budget requests in compliance with the CFO's guidance and the OHS Resource Allocation Program (RAP). Develops innovative financial strategies to address unprecedented challenges, such as emergent protective missions, evolving legislative mandates, and intergovernmental coordination requirements. Anticipates and mitigates risks associated with funding uncertainties, ensuring the continuity of mission-critical protective operations under dynamic and unpredictable conditions. Represents the U.S. Secret Service in high-level discussions with OHS headquarters, the Office of Management and Budget (0MB), Congressional staff, and other external stakeholders, advocating for resources and policies necessary to sustain mission-critical protective operations. Communicates, shares, and persuades complex financial concepts and analyses to diverse audiences, including senior executives, policymakers, and external oversight bodies, ensuring transparency and accountability. Balances competing stakeholder interests, addressing public and political controversy while maintaining focus on the agency's mission and strategic goals. This Senior Financial Management Analyst position starts at a salary of $167,603, GS -15 step 1, with potential to $195,200 step 10.

Qualifications: To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying. You qualify for the GS-15 level (starting salary $167,603.00) if you possess one year of specialized experience equivalent to the GS-14 level performing duties such as: Executing budget or financial management implementation, planning or reporting. Managing audit readiness and implementing corrective actions to address audit result. Establishing, preparing, or disseminating guidance to stakeholders. Providing consultative advice or direction regarding the fiscal integrity, financial management or implementation of budgetary plans. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.
