ICF’s Transportation Portfolio specializes in addressing complex planning, policy, and program issues at the nexus of transportation and the environment, energy, and communities. ICF’s work focuses on integrated approaches that support sustainable transportation decisions, addressing mobility, safety, environmental, social, and economic effects of transportation. Our work includes strategic planning, research, policy analysis, outreach, training, and program evaluation for Federal, State, and local governments, including the U.S. Department of Transportation (DOT), the Transportation Research Board (TRB), State transportation and environmental agencies, and metropolitan planning organizations. Our work often includes evaluating the impacts of infrastructure projects, programs, and government policies; evaluating alternatives, economic modeling, forecasting, market analysis and documenting best practices related to integrated planning, transportation operations, and the environment.
Job Description:
To support ICF's dynamic growth, we are seeking a Senior Economist and Planner responsible for planning and completing major project tasks related to the development and delivery of accurate, timely, and high quality products and services within our Transportation Portfolio.
The successful candidate will have experience in one or more of the following areas:
Expertise in Transportation economic analysis, benefit-cost analysis, and system condition and performance assessment.
Deep knowledge and proven experience in leveraging transportation data related to freight and/or passenger travel, traffic flow with ability to build models around transportation system impacts and market trends.
Proven expertise in leading Analysis, Modeling and Simulation projects for evaluating transportation systems
You will work directly with clients and senior staff, as well as internal and external experts in their field of expertise. The successful candidate will develop business, lead programs and manage staff within the portfolio supporting various federal, state and local initiatives.
Key Responsibilities:
Contributing to the development of innovative, accurate, timely, and high quality products and services, typically working on multiple projects with all levels of staff
Interacting and communicating with clients
Developing concepts of operations, systems requirements and systems integration plans
Developing technical reports, guidance
Running and documenting traffic analysis models
Facilitating workshop delivery
Minimum Qualifications:
Master's degree in Economics, Transportation Planning or related field
12+ years of experience in transportation economics, transportation planning, and asset management
Preferred Skills/Experience:
Master's degree in transportation engineering, systems engineering
Experience conducting transportation planning and modeling projects for US DOT, State Departments of Transportation, and/or other public sector transportation agencies
Strong GIS and data science background including expertise in R, Python and related tools
Government consulting experience
Professional Skills:
Identifies and meets the needs of clients within established guidelines.
Understands task expectations and how tasks fit in the overall project.
Works collaboratively with project team and client to achieve established goals.
Develops and manage a portfolio of projects in a particular area of expertise.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$118,216.00 - $200,967.00California Remote Office (CA99)
