Senior Director, European Government Affairs and Public Policy - Switzerland

The Senior Director, Government Affairs & Public Policy, will partner with the Head of European Government Affairs and Public Policy to design the strategy of government affairs and public policy for Switzerland and EU countries not in the European Union and will be responsible for its execution.

This role requires close collaboration with internal teams, including the SVP Head of Europe, the Country Manager of Switzerland, the General Manager of Sub-Region Europe, market access, corporate communications, regulatory affairs, patient advocacy, and legal teams to drive policy outcomes that promote access to medicines, influence regulatory frameworks, and protect intellectual property.
 

The Senior Director will be working with the Swiss government, given the company’s domicile, operations and strategic interests in Switzerland and engage with key external stakeholders, including national policymakers, relevant stakeholder organizations, trade associations and other policy influencers.

Additionally, the Senior Director will support the Head of European Government Affairs and Public Policy in monitoring, engaging and shaping the policy landscape for regulatory policies for Switzerland, UK and Europe (SwissMedic, MHRA and EMA), helping regulatory colleagues in their advocacy.

This role requires close partnership with Corporate Affairs function to ensure a cohesive strategy and alignment for activities at national level.

Essential Functions of the Job:

  • Develop and execute a government affairs strategy for Switzerland advocating for policies that improve regulatory processes, promote market access, and ensure the protection of intellectual property rights in alignment with the company’s headquarter business priorities in Switzerland.

  • Ensure proper and timely monitor of the external environment to protect and advance company’s business, implementing specific engagement approaches with the Swiss government and authorities for all relevant legislative files and non legislative activities potentially affecting our sector and our priorities (e.g. Swiss health policy, regulatory processes, market access priorities, protection of intellectual property).

  • Engage proactively with authorities, at Confederation, Cantons and Municipalities level to influence public policies and frameworks that support biopharmaceutical innovation model.

  • Serve as a key member of the EU GAPP team, collaborating with GAPP colleagues to ensure a cohesive, coordinated policy approach, especially in areas where Switzerland, EU and U.S. priorities intersect.

  • Work with regulatory affairs to monitor, engage and shape policies to foster a regulatory framework conducive to innovation for Switzerland and support the Head of European Government Affairs and Public Policy for regulatory policies work across the three main regulatory bodies in Europe (EMA, SwissMedic, MHRA).

  • Collaborate cross-functionally with market access to drive timely access to medicines in Switzerland, with legal and intellectual property teams to ensure compliance with regulatory and legislative frameworks, addressing potential legal challenges

  • Work with Patient Advocacy to ensure that patient perspectives are included in policy discussions and that access to medicines remains a priority.

  • Develop policy resources, deliver events and based on a strong external network build policy partnerships and coalitions as required

  • Cultivate and maintain strong relationships with policymakers, regulatory agencies, and key stakeholders in Switzerland to shape the environment

  • Represent the company in Swisse trade associations  and other industry forums, collaborating with peers to shape collective policy positions and advocate for pro-innovation policies, including the protection of intellectual property.

  • Financial Responsibility:  Budgetary discretion dependent upon priorities and allocation through planning process

  • The role requires cross-functional management skills

Computer Skills:

Strong experience with MS Office Suite, including SharePoint, and project management and collaboration tools such as Smartsheet. Ability to learn and apply new application skills.

Other Qualifications and Experience:  

  • 10+ years of experience in government affairs, public policy, or related fields, ideally within the biopharmaceutical or healthcare sector.

  • Extensive knowledge of the life science business model.

  • Extensive experience working with government institutions, regulatory bodies, and trade associations.

  • Proven track record in influencing policy and regulatory frameworks in Switzerland.

  • Experience engaging with trade associations and shaping collective policy positions.

  • Deep knowledge of the Swiss biopharmaceutical regulatory and policy environments, including market access, pricing, reimbursement systems, and regulatory approval processes.

  • Strong understanding of EU Regulatory agencies.

  • Excellent communication, negotiation, and public speaking skills, with the ability to engage and influence senior policymakers and stakeholders.

  • Ability to collaborate and work effectively cross functional and to navigate complex policy challenges across.

  • (Swiss High) German, fluency in English.
