To help achieve our business plans, Bruce Power currently has an opportunity for a Section Manager, Emergency & Protective Services, Emergency Management.

Emergency & Protective Services (EPS) is responsible for the readiness, preparations, and mitigation of all-hazard events at Bruce Power. Working for the Department Manager Emergency Management and EPS Training, the Section Manager-Emergency Management  will be responsible for managing  the drills/exercise program, the Emergency Response Organization (ERO) readiness, ERO programs and procedures, emergency equipment inspections and emergency facility preparedness associated with BP-PROG 08.01.

Emergency Management is a multi-discipline organization involving a wide range of stakeholders and functional areas involved in emergency management both on and off site. The successful candidate will be expected to effectively manage their team using Bruce Power Behaviours and the Accountability Model.

Key Responsibilities:

  • Contributes to the development and growth of a Nuclear Safety Culture by communicating the Nuclear Safety message, setting the example for nuclear safety and demonstrating this commitment through words and actions.

  • Provides support to the Department Manager in managing the Department in accordance with applicable legislation, policies, programs, procedures and agreements.

  • Keeps the Department Manager informed of any issues, changes and impact and makes recommendations to effectively meet changing requirements.

  • Provides day-to-day coordination of the Section.

  • Provides oversight for work group performance, milestones, metrics, production, deliverables, budget, training and development to ensure Section meets business plan requirements.

  • Provides strategic problem solving, corrective actions and troubleshooting expertise.

  • Ensures all Section activities are carried out with full regard to prescribed service levels, site license requirements, statutory regulations, Company and location directives, procedures and Safety Rules.

  • Manages Section in the areas of staffing, operational deployments, performance management, labour relations and other related matters.  Provides work assignments, checking, instruction, advice and guidance to subordinate staff to ensure work quality, quantity and accuracy are maintained. 

  • Ensures that all personnel in the Section are appropriately trained for the tasks delegated to them and have appropriate qualifications and authorization. Provides mentoring and participates in the assessment of staff and in the development and implementation of training programs.

  • Sponsors and actively champions the Human Performance program and tools to achieve zero events.  Ensures full compliance with the Human Performance program and any associated initiatives.

  • Assists in the development of Section performance measures.  Monitor, analyze and assess performance effectiveness and recommend areas for improvement.

  • Participates in the recruitment of new/replacement staff.

  • Ensures all reporting requirements with respect to Incidents, Condition Records, Corrective Action Plans, Action Requests, Work Requests, Document Change Requests and Training Change Requests are effectively completed and processed in a timely manner.

  • Meets the Site Services/EPS requirements for Observation and Coaching, Workplace Inspections and Safety.

Specific Functional Area Responsibilities

Emergency Management  (EM):

  • Manages and responsible for the planning, coordination, and health of the Bruce Power Emergency Management Program (BP-PROG-08.01).

  • Manages the Emergency Response Organization  programs and procedures including liaison with Stations Operations staff, Centre of Site organizations, and off-site stakeholders for all to ensure this document suite is up to date. Ensure that all required document reviews, document revisions and records management requirements are met for the Emergency Management document suite.

  • Management of any initiatives, programmatic changes and continuous improvement that are relevant to Emergency Management. This includes responsibility for the conduct FASAs (Focus Area Self Assessment) and benchmarking for programmatic changes. Managing the implementation of new requirements to Emergency Management programs from changes in external regulations or requirements or change brought about by internal Program reviews or audits. Responsible for the management of IT upgrades that impact on Emergency Management.

  • Ensure the Section team members successfully conduct Drill Evaluations including preparation of assessment criteria, the evaluation of drills, drill critiques, drill reports (including findings and corrective actions) and deliver JPMs as required. Responsible for appointing the Lead Evaluator for all evaluated drills.

  • Ensures Emergency Management compliance with CNSC licensing and legislative requirements, orders, standards and policies.

  • Responsible for developing and recommending ERO strategy based on emergent trends in industry, OPEX reviews and monitoring new developments in Emergency Management. Then implement the strategies as necessary. Attendance at conferences and workshops on Emergency Management.  Attendance at the Emergency Management CRC.

  • Supports the Department Manager in the coordination interfaces between the Emergency Plan and various emergency functions (e.g. fire, environmental, medical, security, etc).

  • Establishes and maintains liaison with national and international industry organization to discuss and resolve issues, keep current on emergency response and management methods.   Seeks performance improvement opportunities for ERO.

  • Responsible for Emergency Management reporting including internal reporting requirements (weekly, monthly, quarterly reports), external reporting which includes Regulatory reporting requirements (weekly, monthly, quarterly, annual reports). Manages the response and monitoring of AFIs and SOERs relevant to Emergency Management.

  • Establishes and support Emergency Management metrics and measurement.  Conduct analysis and make recommendations for improvements.  Implement changes as required.

  • Responsible for the interface with any audits or external reviews including WANO Peer Evaluations, Bruce Power internal audits and 3rd Party Independent audits (including CNSC). Manage eternal agreements/contracts including MOAs and LOUs with municipalities and utilities. Represent Emergency Management at both Provincial and Municipal meetings. Interactions with the IMS 100 working group.

  • Act as the Emergency Management interface with Bruce Power project teams including MCR/Life Extension and PMC.

  • Conduct and supervise Emergency Preparedness meetings.  Represent Bruce Power at other emergency preparedness meetings as required.

Knowledge and Skills:

  • Knowledge and skills associated with Emergency & Protective Services (i.e., security, fire and incident management).

  • Possess broad knowledge of the Bruce Power organization, functions, Operating Policies and Procedures, as well as regulations and license requirements in terms of Emergency & Protective Services requirements.

  • Technically competent to understand Emergency Preparedness, Fire and Security risks and act on issues.

  • Ability to mentor and direct staff on Emergency & Protective Services  issues.

  • Ability to analyze complex issues or performance results and determine potential impact and compensatory action.

  • Ability to present information coherently, concisely and convincingly to management and external stakeholders.

  • Ability to maintain effective organization, teamwork and leadership competencies.

  • Excellent  written, verbal, and presentation skills.

  • Ability to effectively manage time, groups and projects.  Proven ability to meet timelines.

Education and Experience:

  • This knowledge is normally acquired through the completion of a 3-year college diploma focusing on Emergency Response and/or Security or by having an equivalent combination of education and work experience in a related field.

  • A minimum of 8 years, up to including 10 years of supervisory/management experience providing or supporting a Security and Emergency Services function or in a related field is required.

  • A minimum of 5 years in an active role involved in the ERO is considered an asset.

  • Station operations experience is considered an asset.

  • Will require the successful completion of the Incident Management System (IMS) 100 course.
