Regional Infrastructure Engineer

Key Responsibilities:

Reports to: Regional Programme Manager.

Key Result Areas:

1. Technical Support

  • Supervise all WASH and building constructions planed at Area Programs (APs) within the region;
  • Participate in quality review and build capacity of construction committees in each cluster to support the monitoring of construction works;
  • Participate in the annual program planning and budgeting review exercises;
  • Review bids and tender documents for construction projects and management construction contracts in accordance to the construction management process/system;
  • Participation in the Central Tender Committee (CTC) as an alternate member;
  • Have ultimate responsibility for arbitration, mediation and disputes resolution for all WASH and building contracts together with the cluster, regional and supply chain teams;
  • Support (APs) and other sectors staff to carry out assessments, designs, measurements, monitoring and evaluation of WASH and building constructions in accordance with established standards, policies and procedures.

2. Design WASH and Building Construction infrastructure projects

  • Coordinate and develop detailed engineering designs for WASH and building constructions supported by WVU with the region 
  • Coordinate and develop bills of quantities, specifications and tender documents for WASH and building construction projects.
  • Update WASH and building standard designs to match upcoming market trends and approved national and global standards. 

3. Quality Assurance 

  • Support formulations of guidelines for implementation of quality WASH and building constructions in the AP and follow up on their use.
  • Implement all WASH and building constructions within WVU’s operation areas to meet or exceed planned outcomes in full compliance with GOU, SPHERE, SDGs and other relevant partnership and international standards and structural engineering guidelines;
  • Review designs for all WASH and building projects including drawings, bills of quantities, technical specifications and all the necessary documentations before contracting and during implementation. 
  • Provide technical supports during preparation and analysis of tender documents for constructions.   
  • Monitor and evaluate WASH and building projects’ indicators and standards for use by Regions and APs;
  • Collaborate with District Water Officers and District Engineers to ensure compliance and adherence to standard designs, infrastructure design manuals as guided by relevant Ministries;
  • Document and disseminate best practices from completed WASH and building projects;
  • Participate in WASH and building coordination and other related meetings as may be required;
  • Support the establishment and consolidate a working culture - based upon results-based management principals - that consistently achieves and/or surpasses established targets and standards.

4. Capacity Building for Quality Programming

  • Facilitate design of community operation and maintenance manuals for WASH and building projects and be involved in trainings for such committees.
  • Provide appropriate mentorship, coaching and supervision in order to equip, motivate and empower a new generation of structural engineering specialists within WVU.

5. Engagement and Networking with Strategic Stakeholders

  • Establish and maintain contacts with both individual and government donors (e.g. USAID, DFID, EU etc.), for resource acquisition;
  • Make deliberate efforts to establish contacts with government line ministries and NWSC, UWSNET, UN Agencies and NGOs to identify areas of possible collaboration and partnership;
  • Work closely with the communication, marketing and advocacy division in production of high quality branding materials to be placed on completed infrastructures;
  • Participation in Partnership Meetings/Networks as maybe appropriate.
     

6. Programs Reporting

  • Review project reports when called upon;
  • Prepare monthly, quarterly, semi-annual and annual WASH and building constructions reports.
     

JOB SPECIFICATIONS

  • Minimum of 6 years’ experience with regard to the designing, planning, implementation, supervising and reporting on integrated development works, WASH and building constructions
  • Minimum of a Bachelor’s degree in a relevant field from a recognized University preferably in Civil Engineering, Water Resources Engineering or Building & Construction
  • Post graduate certificate in construction management, IWASH or relevant will be an added advantage
  • Wide experience in WASH and Building construction contracts management
  • Knowledge of Sustainable Development Goals indicators (especially SDG 6 WASH indicators)
  • Knowledge of Uganda National WASH related policies and frameworks
  • Registration with Professional Body e.g. Institute of Engineers of Uganda is an added opportunity
  • Effective in written and verbal communication in English
  • Knowledge of Engineering applications such as AutoCAD, ArchiCAD, EPANET and GIS is desirable
  • Excellent computer skills, including proficiency in MS Office and Lotus Notes (or another main email system such as Microsoft Outlook)
  • Must be result orientated and capable of handling heavy work load as well as managing and satisfying multiple and at times conflicting organizational, donor and other stakeholder demands. 
  • Ample experience in public relations and be a strong team player.
  • Must have ability to develop good working relationships/partnership developed with all stakeholders (GOU, INGOs).
