Job Summary: About the Position: This announcement is for current, permanent Army employees that would like to be considered for a time-limited promotion, reassignment or change to lower grade. Major Duties:

  • The duties include providing advice, guidance and input regarding and acquiring all real property and interests in real property needed by the Corps of Engineers (COE).
  • Includes customers of the COE for Military Acquisition Planning Reports, the Hazardous Toxic Radiological Waste (HTRW) Program, the Defense Environmental Remediation Program/Formerly Used Defense Sites.
  • Provides real estate management and disposal support for real property interests on military installations, including management of utility easements, road easements, and other interests in property necessary to support installation functions.
  • Also includes disposals of installation excess property, and disposals under special programs such as Base Realignment and Closure (BRAC) or the Reserve Property Exchange (RPX) programs.
  • Program responsibility includes planning and executing the full program mission, ensuring the availability of funding and staffing resources, coordinating with other managers optimizing workload phasing and manpower allocations.

You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualifications GS-1170-09: Specialized Experience: One year of specialized experience which includes assisting others with analyzing and applying real estate policies and procedures to include a basic understanding of plat mapping, and legal descriptions to include metes and bounds, rectangular survey, and lot and block. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as business, administration, public administration, organizational management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Minimum Qualification GS-1170-11: Specialized Experience: One year of specialized experience which includes analyzing acquisition and leasing projects to determine real estate requirements AND researching deeds and public records to determine ownership. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business, administration, public administration, organizational management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized experience GS-1170-12: Specialized Experience: One year of specialized experience which includes interpreting and applying laws, regulations and policies associated with real estate acquisitions and leasing AND negotiating and preparing documents for real estate planning, rights of entry and acquisitions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-7 for GS-9), (GS-9 for GS-11), (GS-11 for a GS-12).
