The Role:

This is a Quality, Health, Safety, Security & Environment Officer within Saab UK’s Land Systems Business Unit. Specifically, this role will work within the Training and Simulation (T&S) team. We provide solutions that suit the precise needs of our customer, with realistic exercises in both open and urban terrain, from individual and combined arms at platoon level, to joint operations at brigade combat team level.

Key Responsibilities:

Quality

  • Ensure Work Instructions for each site are up to date.
  • Gather and upload Training Services (TS) KPIs into the Business Management System (BMS).
  • Manage and follow up on T&S audits for all UK responsible sites:
  • Manage the T&S Ops UK competency matrix.
  • Provide input into T&S quarterly management reviews.
  • Provide QHSSE updates to the customer during Quarterly Progress Meetings (QPMs).

Security

  • Focal point for T&S for all Operational Country (OPC) UK security related topics.
  • Coordination of T&S site security including key registers, passwords and access control.
  • Provide Saab T&S input to the project Security Case (formerly RMADS) and associated documents for current projects in line with HMG Security Policy Framework & JSP440.
  • Develop and provide Security Case and associated documents for new projects in line with HMG Security Policy Framework & JSP440 to meet Secure by Design (SbD).
  • Initiate the Security Clearance (SC) process for all T&S contractors with the OPC Security team and maintain a register of currency.
  • Complete all MoD Contractor ID card applications process and maintain a register of holder compliance.
  • Support and implement GDPR related activities as directed by the OPC UK Data Protection Officer (DPO).
  • Assist the T&S bid team with security related documentation for new projects and tenders.
  • Ensure all security related documents held in BMS and up-to-date.
  • Principal advisor to the contract authority for the customer Security Working Groups.
  • Liaise with OPC UK Head of Security for any Crisis Management Plan activities affecting T&S.
  • Provide country specific security briefings to T&S personnel prior to overseas deployments.
  • Input to the CONDO documentation to the authority for CONDO applicable deployments.
  • Maintain and update the security management plan and documents for contract TSSP 143.

Health & Safety and Environmental

  • Advisor to T&S personnel on OH&S matters.
  • Responsible for induction and OH&S briefing to T&S Headquarters staff and contractors.
  • Assist OPC UK Hd QHSE by conducting annual work environment 1st party audits of T&S sites.
  • Attend the OPC UK QHSE monthly meetings
  • Communicate and educate staff on safety and environmental information and policies.
  • Support the contract authority on any T&S related safety and environmental cases.
  • T&S advisor to the contract authority for Project Safety and Environmental Panel (PSEP).
  • Manage T&S incident reporting via the Saab AB reporting management portal (InControl).
  • Assist with wider T&S OH&S and environmental work, as required.
  • Ensure all sites hold relevant OH&S documents and Work Instructions/references in BMS are up to date.
  • Maintain and review the site environmental aspects in accordance with the wider T&S focus.
  • Gather and report GHG information to Hd QHSE on a quarterly basis.
  • Maintain and update the Safety and Environmental Management Plan (SEMP) for contract TSSP 143 and support the OHS&E requirements for new projects and tenders.
  • Maintain safety related documents in the Saab Industrial and Financial System (IFS).
  • Fire Warden and focal point to the HH Landlord team for fire safety related activities.

Logistics

  • Maintain and apply for T&S UK Export Licenses on Spire for all military and dual-use controlled goods.
  • Submit the T&S Export Control Joint Unit (ECJU) annual license usage returns to the Export Control Manager (ECM).
  • Represent T&S at all Saab export control audits and Export Control Joint Unit (ECJU) compliance visits.
  • Submit customs clearance instructions to freight agents for shipments into the UK.
  • Provide logistic support and advice to T&S sites (including customs clearance).
  • Provide UK specific working instructions for the process of import and export of goods.
  • Maintain and update Export/Import project plans and documents for contract TSSP 143.

Qualifications and Skills:

  • NEBOSH (General) or equivalent L3 safety related qualification – Essential
  • NEBOSH (Environmental Management) or equivalent – Desirable
  • Working knowledge of UK Export Control (inc UK Strategic Export Control List) – Desirable
  • No impediment to obtaining SC Clearance – Essential
  • Understanding of HMG Security Policy Framework (inc Security Cases and SbD)
  • Working knowledge of JSP440, GDPR and DPA 2018
  • Experience of Risk Management
  • Experience of working with logistics
  • Proficient in Microsoft Office
