Major Duties:

  • Develop plans, programs, and procedures to effectively assure the adequacy of assurance and surveillance programs throughout the life-cycle of petroleum products and services.
  • Coordinates the efforts of Region/Office quality managers in the implementation of the quality surveillance program.
  • Develops quality requirements for inclusion in country-to-country agreements, memorandums of understanding, and inter-service support agreements which frequently involve new concepts and unprecedented procedures.
  • Provides technical input supporting the need for a pre-award quality survey, participates in the pre-award survey as needed, and evaluates reports for adequacy.
  • Develops and recommends areas of possible contractor improvement to correct deficiencies and provides negotiating advice to the contracting officer; participates in the negotiations as required.
  • Manages Product Data Reporting and Evaluation Program (PDREP); investigates and resolve customer complaints.
  • Represents DLA Energy at various industry and standardization meetings and conferences. Prepares and presents briefings on quality assurance or quality surveillance related issues to governmental, public and private organizations.

Qualifications: To qualify for a Quality Assurance Specialist (Chemicals), your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Developing and managing quality assurance and surveillance programs for petroleum, fuel, and chemical products and services throughout the product lifecycle. Developing contract quality assurance provisions, including inspections and tests, inspection type and location, and contractor inspection responsibilities. Providing technical expertise and guidance on petroleum production, refining, storage, and transportation as related to product quality and reliability, and managing product data reporting and evaluation requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
