SUMMARY:
The PSM Coordinator will primarily be responsible for the oversight and administration of the organization’s Process Safety Management (PSM) and Risk Management Plans (RMP) programs for all company facilities. Employee performs duties to maintain the facility PSM/RMP program for ammonia refrigeration in compliance with regulation OSHA 29 CFR 1910.119 and EPA 40 CFR 68 and any other related regulations. The coordinator may also be tasked with duties relating to other federal, state, and local regulatory programs, and third-party certification programs.
ESSENTIAL DUTIES AND RESPONSBILITIES:
- Verify and maintain compliance with facility Process Safety Management and Risk Management Plans.
- Organize and provide leadership for all 14 elements of PSM by reading and reviewing mechanical and electrical drawings, procedures and ammonia-related programs and policies.
- Review and assist with the Management of Change (MOCs), Pre-Startup Safety Reviews (PSSR), and Process Hazard Analysis (PHA).
- Initiate and lead monthly PSM committee meetings involving managers and team members including but not limited to the facility manager, refrigeration manager, maintenance manager, safety managers, refrigeration team members, and appropriate production management personnel; maintain the PSM bulletin board for communication of the PSM committee meeting minutes
- Update and revalidate facility PHA’s and retain all PHA’s and updates for the life of the process.
- Coordinate with Refrigeration Supervisor to schedule required Mechanical Integrity audits (every 5 years) and Compliance Audits (every 3 years).
- Maintain an unlocked, auditable, Master PSM/RMP file system
- Conduct routine audits of facility programs to ensure continued compliance.
- Work with Refrigeration Supervisor and Maintenance Managers to provide required training for all affected employees.
- Schedule and hold monthly PSM/RMP meetings; file copies of meeting minutes in the Master PSM file; include any “triggers” in each agenda.
- Maintain all originals of manuals for equipment in one location and accessible to all operators 24x7
- Locate and maintain all process piping and electrical diagrams, safety relief valve diagrams, materials of construction documentation, etc.
- Prepare, document, and maintain incident reports for all “near misses”, evacuations, and releases.
- Verify that all SOPs include steps for all seven (7) operating phases; and all required information regarding safe upper and lower operating limits for temperatures and pressures, and consequences of deviation for each.
- Obtain and maintain a copy of each contractor’s safety program showing safe work practices and training, maintain in facility file system.
- Ensure all contracted employees are aware of the facility Emergency Action Plan before performing work on or near the covered process.
- Conduct periodic evaluations of contractor safety performance including injury and illness log sheets and maintain contractor entry and exit log.
- Support refrigeration management with budgeting related to PSM covered processes and support refrigeration management in the development and implementation of training related to PSM covered processes.
- Maintain and communicate facility Emergency Response Plan to all employees, city Fire Departments, and surrounding community.
- Develop a written response to each compliance audit deficiency item with specific action plans, person responsible, and specific dates for completion.
- Verify labeling of all ammonia piping, valves, and equipment to facility and industry standards.
- Other compliance duties may include assistance with the following: Wastewater Pre-treatment, SWPPP, Air Emissions, and third-party certification programs.
- Comply with federal, state, and local legal requirements by studying existing and new legislation; enforcing adherences to requirements; and advising management on needed actions.
- Travel - must be able to visit both facilities (Waverly, NE & Tecumseh, NE) and outside of state for training purposes (1 - 2 times a year)
- Any additional duties as assigned by Refrigeration Manager.
JOB SCOPE:
- PSM/RMP Management = 60-70%
- Other assigned compliance duties = 30-40%
Requirements:
Education and/or Experience:
- High School diploma or GED, Vocational school or
other course work beyond High School preferred. - Experience with PSM/RMP programs, CMMS, or Ammonia Refrigeration preferred
- Strong computer skills – Teams, Microsoft Office (Outlook, Word, and Excel).
- Ability to learn and conform to all OSHA and EPA programs and regulations.
Communication Skills:
- Must be able communicate effectively.
- Ability to write reports, program instructions and requirements, business correspondence.
- Ability to effectively present information and respond to questions from groups of managers, clients, customers, and general public.
