Job Summary: About the Position: Position is a project scheduler in the Programs and Project Management Division. You serve as an advisor for military program engineering and construction projects, providing technical assistance to project managers, program analysts, and others, in the development and maintenance of project schedule and budgetary data in the Project Management Information System (PROMIS/Primavera P6) suite of programs. Provides status briefings to District and Division staff, as required.

Major Duties:

  • Provide technical expertise and assistance to project managers, program analysts, and others in the development and maintenance of project schedule and budgetary data.
  • Develop and maintain project schedule and budgetary data in the Project Management Information System suite of programs (Primavera P6 scheduling and resourcing software).
  • Ensure all projects are identified and entered in the Primavera P6 scheduling and resourcing software systems, and its data components are complete and accurate.
  • Review project progress by use of progress reports, baseline comparisons, and other tools to identify performance variations in cost and schedules, and assist project managers in understanding and resolving these variations.
  • Assist in setting up schedules and budgets to allow for the proper interface and data transfer between systems, such as Corps of Engineers Financial Management System (CEFMS).

Specialized experience must include; 1) Developing and maintaining project schedule and budgetary data in the Project Management Information System suite of programs, such as Primavera P6 scheduling and resourcing software, or similar. 2) Determining sequence, interdependency, and duration of schedule's tasks; Ensuring logic and data is accurately reflected in the assigned automated system. 3) Assist project managers with performance measurement by understanding and resolving variations in cost and scheduled performance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR LL.M., if related Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: Specialized Experience: One year of specialized experience. Specialized experience must include: Utilizing Primavera P6 scheduling and resourcing software to develop, maintain, and analyze engineering and construction project schedules, including creation of work breakdown structures, sequencing, logic development, resource allocation, and performance tracking. Reviewing and evaluating project progress to measure performance and ensure adherence to established baselines; conducting schedule analyses to identify variances, trends, and potential impacts to project objectives. Preparing and presenting schedule progress reports, baseline comparisons, and variance analyses to management and project stakeholders to support informed decision-making and corrective actions. Ensuring the accuracy and integrity of schedule data within automated databases and management systems consistent with USACE policies, regulations, and project control standards. Developing and implementing procedures and reports to facilitate effective communication of project scope, schedule, and budget performance to the project delivery team and upward reporting channels within program management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
