Purpose of role

The Project Portfolio Analyst will be responsible for providing administrative, financial, resource and project governance support for Foresters projects. This position will be responsible for the project intake management, project estimation and initiation, project gating process, executive reporting, artifacts compliance, resource tracking and utilization, budgets and expense management.

This position will play a key role in supporting the Project Portfolio Manager to manage project intake , portfolio financial reporting, project resources, budgets and approvals, including tracking of key metrics, supporting business case and seed funding development and benefits tracking. The incumbent will assist the Project Portfolio Manager with the development and reporting of project metrics, management of information and project analysis to support project objectives.

Job Description

Key Responsibilities

  • Admin Support and Reporting
    • Consolidate and complete weekly, monthly and ad-hoc project reporting, including project status, health and key performance metrics
    • Manage the PMO reporting process (weekly, monthly, quarterly) and act as the key focal point for the process
    • Manage the Project Management Information System (PMIS) – Project Online
  • Portfolio Intake Management
    • Receive and record new requests for multiple departments.
    • Manage the intake queue and related documentation
    • Coordinate the estimation process by obtaining estimates as needed from IT departments and vendors.
    • Track and Monitor intake items and ensure estimates and requests are procured in a timely manner as per documented guidelines
    • Consolidate individual estimates into an overall Order of Magnitude estimate for each request.
    • Respond to inquiries from the requestors or other stakeholders.
    • Communicate the final estimates to the requestors.
  • Project Governance
    • Act as central point of communication for project governance, project control and project gating
    • Perform periodic project audits to ensure alignment to PMO standards and processes
    • Manage Project Artifacts Matrix and Completion Tracking
    • Provide Budget/Forecast and Financial Reporting to Portfolio Management
    • Manage consolidated Project Reporting, KPI's and Performance Matrix
    • Manage Invoice / SOW / PCR Tracking and Approvals
  • Project Resourcing and Financial Support
    • Maintain program resource model, allocations and time tracking including managing reporting and tracking of resource utilization
    • Assist in planning and budgeting of project resource and financial objectives by developing and maintaining project financials and resource models. 
    • Support the Project Portfolio Manager to identify future needs through forecast/projection models as they relate to key business metrics
    • Manage relationships and all activities with all required partners (Business, Finance, project teams, external partners) related to program one-time and on-going financials (support PM’s to complete project budgets and prepare consolidated PMO budget, forecasts and actual).
    • Investigate, escalate and ensure that all project financial issues are effectively resolved
    • Work closely with Portfolio Management and Finance to provide necessary detailed financial data to support the forecasting and tracking of capitalization and amortization.
    • Manage the project  invoice authorization and tracking process
    • Manage the process for all required updates to internal project management and financial management  processes and procedures
    • Manage funding requests (Seed Funding, Business Case, ELT Wrappers and Additional Funding)
    • Manage invoice and time tracking reconciliation, manage invoice approvals
    • Perform periodic time tracking, reporting and governance audits
  • Other
    • Adhere to Foresters security standards and procedures during solution implementation and support.
    • Report security incidents as per the Foresters Information Security Incident Management Standard

Key Qualifications

  • Education (minimum required): University Degree in Business or equivalent Financial and/or Project Management experience
  • PMP or Accounting designation an asset
  • Experience (minimum required): 5+ years' experience in a project control or financial analyst role
  • Experience or knowledge of System Development Life Cycle (SDLC) and Project Management Life Cycle (PMLC) an asset
  • Advanced skills in Excel including the ability to manipulate large amounts of data using sophisticated formulas, pivot tables and Vlookup functions. The ability to formulate Macros is a definite asset.
  • Experience with the management and administration of SharePoint specifically for a Project Management Office
  • Exposure to large projects and/or multiple projects
  • Ability to prioritizes and manage own workload to deliver quality results and meet timelines
  • Strong organization, follow-up and priority setting skills
  • Ability to effectively work under tight timelines and prioritize deliverables to ensure deadlines are met and respond to constantly changing needs and priorities.
  • Ability to integrate information that comes from multiple sources and then apply as required to business analytics, projects, and strategic objectives.
  • Demonstrated ability to work equally well in a team environment or as an individual

  • Experience with and/or administrating a Project Portfolio Management (PPM) tool for a PMO is an asset
