Major Duties:

  • Serves as a Program Manager and Senior Analyst providing advisory, analytical and liaison services for one or more program areas (Construction Programming and Construction Policy). Provides technical guidance/mentorship to the staff in the development of Army facility requirements and coordination of program and actions through all echelons of the Army and DOD; leads project teams. Independently develops, initiates, and implements major projects and leads project teams, and exercises wide latitude in executing long-range, short-range, and day-to-day operations. Manages the development of the annual Army NAF MWR Major Construction Program report for Office of the Secretary of War and Congress. Designs and develops Regional or Army-wide data collection instruments for program evaluation. Develops comprehensive assessment and evaluation criteria to systemically measure the effectiveness, efficiency, and productivity of the programs. Monitors problems, develops recommendations, and develops problem-solving techniques to ensure optimum program achievements and consistency with Army objectives and goals. Reviews Department of Defense Instructions, Army Policy, and Public Law and implement process changes to ensure the NAF construction program remains compliant. Presents findings and recommendations at briefings, including Congressional, DoD, HODA, and MACOM level conferences, seminars, and meetings. May represents IMCOM at official functions and public events, briefing local interest groups and city officials to promote community relations and involvement in the program. Provides training to Army Garrison, ID and HQ staff on NAF Facility Programming and Policy requirements. May be required to evaluate installation programs and/or performs assistance visits. Performs other duties as assigned.

Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. MINIMUM QUALIFICATIONS: Comprehensive knowledge of assigned programs, their roles in supporting total Army initiatives, and their contributions to the Morale, Welfare, and Recreation (MWR) mission. Knowledge of MWR facility program development, including the staffing and approval processes. Proficiency in construction management and engineering principles related to project planning and execution, including applicable contracting methodologies. Experience in managing programming projects at the HQ level and professional staff. Knowledge of the principles, concepts, and methodologies required to apply various analytical techniques. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. HIGHLY QUALIFYING CRITERIA: 1) Experience supervising government programs related to construction. 2) Experience with leaders above your echelon, both verbally and in writing, for coordination and approval actions, to include multi-echelon coordination. 3) Demonstrated ability to create solutions for tasks requiring action. 4) Experience with leading teams to achieve established goals.
