Raytheon has an opening for a Principal Specialist, Contracts supporting the EOIR (Electro-Optical Infrared) Sub-Strategic Business Unit (SSBU) within Raytheon’s Advanced Products (APS) and Solutions Strategic Business Unit (SBU). This role supports the Advanced Targeting Forward-Looking Infrared (ATFLIR) program, which is at an integral inflection point as the Navy looks to extend Repair of Repairbles (RoR) and spares efforts for the next 5 years and ATFLIR looks to remain on the FA/18 platform for many years to come. The ATFLIR program provides the Global Army Navy Program Area key financials and continues to be integral for the Warfighter.

The Principal Specialist, Contracts will support multiple spares and repair proposals under the Truth In Negotiations Act (TINA). This position offers the candidate a broad opportunity to engage with program leadership, lead negotiation efforts with various customers and become an essential member on the program team. This person will support the low value spares with customers along with the high values spares proposal negotiations and contract execution. The role will work autonomously with manager oversight to close actions with their internal and external counterparts.

What Will You Do

  • Serve as the primary interface with external government and non-government customers on contractual matters, including contract adherence, Requests for Information (RFIs) and Request for Proposals (RFPs)

  • Lead both in-person and virtual negotiations to resolve complex contractual issues

  • Collaborate cross-functionally with program management, engineering, supply chain, quality, and finance teams to resolve conflicts and implement solutions

  • Utilize critical thinking to analyze and dissect detailed information to develop a contract-centric point of view to contribute to problem-solving discussions with relevant stakeholders

  • Provide contractual input for Estimates at Complete (EACs), Program Performance Review (PPR), Program Management Reviews (PMRs), Short Range Outlooks (SROs), and other deliverables

  • Provide comprehensive Contracts functional support across all phases of the contract lifecycle, from proposal development to contract closeout

  • Offer contractual guidance that mitigates risk and ensures compliance with company policies, legal requirements, and contractual obligations

  • Maintain accurate records and documentation to support audits, reporting, and program decision-making processes

  • Lead the support for proposal development and negotiation efforts for favorable contract awards

  • Travel up to once a month if not based in the McKinney area

Qualifications You Must Have

  • Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or an Advanced Degree in a related field and minimum 3 years' experience

  • Experience in the administration, negotiations and/or management of U.S. Government/Federal and/or State or Municipal contracts

  • Experience with Contracts or Procurement/Acquisitions or Supply Chain

  • Experience with Federal Acquisition Regulation (FAR) and/or the Defense Federal Acquisition Regulation Supplement (DFARS)

  • Experience with TINA/Certified Cost or Pricing Data (COPD)

Qualifications We Prefer

  • Foreign Military Sales (FMS) proposal development, negotiations and contract management

  • Experience in proposing, managing and definitizing Undefinitized Contract Awards (UCAs)

  • Self-motivated to identify own learning opportunities and engagement and offer process improvements

  • Ability to collaborate effectively with geographically disperse internal and external partners

  • Experience in multi-tasking and handling several assignments concurrently or similar project management or coordination

Remote: This position currently is designated as remote. Employees who are working in remote roles will work primarily offsite (from home) but may be expected to travel to the site location as needed. The successful candidate for this role will be required to reside and work from one of the 50 U.S. states (excluding U.S. territories).

The salary range for this role is 82,000 USD - 164,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
