The purpose of the contract is to support EU Delegations to communicate on the EU’s role in the world (EC priority "A stronger Europe in the world") and specifically on Global Gateway and the EU’s International Partnerships portfolio.

EU Delegations have an important role in communicating the EU’s partnership offer in partner countries. Public awareness of the EU’s leading role remains low. Set within the EU’s policy frame, EU Delegations must step up their efforts to communicate on priority topics which matter to target audiences.

CONTRACT OBJECTIVE

DG INTPA plays an active role in supporting EU Delegations, through strategic guidance and hands on support to digital campaigns and other content in partner countries.

In order to reinforce EU Delegations’ strategic communication on the EU’s role in the world, DG INTPA requests the following critical specialist services:

  • Communication support and strategic advice
  • Content strategy, creation, maintenance of content
  • Support to management of digital campaigns
  • Social media (advising, training, monitoring, etc)
  • Definition of standards for digital communication (drafting guidelines, training, etc)
  • General coordination and administrative services

TASKS/REQUIRED SERVICES

The service providers will be part of the DG INTPA Political Strategy and Delegation Support team. Service providers are not required to be based in Brussels. Occasional travel may be required to INTPA partner countries or other locations for punctual missions. Reimbursable budget is foreseen for this purpose.

The services are to be provided as Time and Means and the relevant service providers will work as proximity service providers (PXE) to facilitate the work of the Political Strategy and Communication unit.

The immediate target audience of the services are EU Delegations across INTPA regions (Asia-Pacific, Africa, Latin America and the Caribbean). In turn, EU Delegations will communicate with a wide range of target audiences - both specific (e.g., journalists, stakeholders) and general (e.g. young people) in partner countries.

The service providers will be the primary focal point to support EU Delegations in the region, and ensuring information flows between the Directorate-General, other DGs, Cabinets and external contacts. The service providers will be primarily responsible for supporting EU Delegations to design, implement and evaluate communication campaigns. As requested, they will provide more general support to the Political Strategy and Communication unit, in the preparation of meetings, seminars, trainings, briefings, etc.

The 7 profiles will have the same requirements in terms of knowledge and competencies. However, language requirements vary in order to take into account the requirements of EU Delegations across the EU’s partner countries.

DESCRIPTION OF THE TASK

Provide targeted technical assistance to support EU Delegations design and implement strategic communication activities, as part of the DG INTPA Political Strategy and Delegation Support team:

Nature of the tasks

  • Support EU Delegations and INTPA HQ colleagues in the definition, implementation, and management of strategic communication actions
  • Provide feedback and guidance on proposals, concepts, materials, etc
  • Assist with the management of external communication agencies contracted by EU Delegations
  • Read and analyse documents, proposals, plans, actions, etc and provide relevant input
  • Provide input (guidance, drafting, etc) on the development of new decisions, annual work programmes, etc
  • Support the preparation, coordination and follow up of meetings with EU Delegations, DGs and services, and implementing partners.
  • Provide feedback on content and creative assets proposed by both external agencies and in-house providers
  • Participate in working groups and progress meetings when requested.
