What you would do:
The Manager of the OH&S Program is responsible for developing, implementing, and managing comprehensive health and safety programs to ensure a safe working environment at TRIUMF. This role requires a strategic leader who can collaborate with various departments, manage safety initiatives, and ensure compliance with all relevant regulations and standards.
Responsibilities in detail:
Responsible for administering and advising the Chief Safety Officer (CSO), the Radiation Safety Officer (RSO), the Chief Administrative Officer (CAO), and the TRIUMF Leadership Team on OH&S policies and procedures. Other responsibilities include:
Program Development and Management
- Develop, implement, and maintain comprehensive OHS policies, procedures, and programs. This includes providing the framework to define safety-based programming for employee and public safety.
- The OH&S Manger will support the development and implementation of TRIUMF’s Emergency Response and Preparedness program and be readily available to provide remote and onsite support in the event of an emergency.
- Continuously evaluate and improve OHS programs to meet the evolving needs of the laboratory and regulatory requirements.
- Collaborate across to TRIUMF to plan, conduct, report and address outcomes of risk assessments and safety audits to identify potential hazards and implement corrective actions.
- Establish and maintain a system to ensure regular inspections are carried out and documented by OHS staff and other work supervisors to prevent the development of unsafe acts, practices and conditions.
Regulatory Compliance
- Ensure compliance with applicable federal, provincial, and local regulations, and compliance with relevant government and industry bodies.
- Prepare and submit necessary reports and documentation to regulatory bodies.
- Maintain working knowledge of periodic changes in safety regulations and standards to ensure compliance.
Training and Education
- Develop and deliver OHS training programs for employees, researchers, and contractors.
- Promote a culture of safety through continuous education and awareness programs.
- Coordinate and conduct safety drills and emergency response exercises.
Incident Management:
- Lead and/or significantly support incident and emergency responses.
- Lead and/or support investigations of workplace incidents, accidents, and near-misses to determine root causes and implement preventive measures.
- Maintain accurate records of incidents and safety violations and prepare reports for senior management.
- Develop and implement strategies to reduce the occurrence of workplace incidents.
Team Leadership
- Supervise and mentor the OHS team, providing guidance and support to ensure effective program implementation.
- Foster a collaborative and proactive approach to health and safety within the team and across the organization.
- Manage the OHS budget, resources, and external consultants as needed.
- Oversees the development of preventative programs to identify and reduce risks from potential hazards in the workplace and develops and implements employee injury prevention strategies and program(s); monitors program effectiveness and adjusts as necessary.
- Designs, establishes, and maintains a departmental structure and staffing levels to effectively accomplish the OH&S goals and objectives.
- The OH&S Manager will also serve as the primary alternate to the Chief Safety Officer during incidents and emergencies.
Collaboration and Communication:
- Collaborate with various departments, including research, facilities, and human resources, to integrate OHS programs into daily operations.
- The position also collaborates with all levels of the organization to ensure incorporation of WorkSafe BC regulatory requirements and Canadian Standards Association (CSA) N286-12 principles for management system requirements.
- The OH&S Manager position includes regular periodic meetings with Senior Management, TRIUMF Leadership, various oversight boards, and the Chief Safety Officer.
- Serve as the primary point of contact for all OHS matters and communicate effectively with stakeholders at all levels.
- Represent the laboratory in external safety forums and professional organizations.
Supervision Exercised:
- Reviews and approves designs of facilities, policies, procedures, and staffing requirements in support of operational needs and compliance with occupational health & safety, industrial hygiene, and emergency response/emergency preparation programs.
- Leads, directs, and reviews the work of team members to accomplish operational plans and results
- Direct reports include staff in the roles of occupational health and safety, industrial hygiene, emergency response, occupational first aid, and spill response to chemical and radiological contaminates.
Knowledge & Skills:
- Ability to navigate a highly dynamic, matrixed organizational structure.
- Ability to critically challenge existing processes and lead the implementation of a comprehensive new system.
- Possesses a global perspective and the ability to analyze issues from a systemic viewpoint.
- Be capable of implementing strategic, system-wide changes to effectively address and eliminate root causes.
- Proficient experience managing safety programs and support staff providing oversight of laboratory, medical or research facilities, or medium-sized industrial facilities performing hazardous chemical or nuclear operations.
- Progressive experience in development, implementation, and assessment of policies and procedures designed to ensure activities are conducted in a safe, healthy, environmentally, and socially responsible manner; aimed at preventing incidents, injuries, occupational exposures to hazardous constituents, effluent emissions, and damage to facilities.
- A comprehensive knowledge of chemical hazards associated with industrial, pharmaceutical, or nuclear operations and their mitigation to protect workers, the public, and the environment.
- A strong working knowledge of OH&S regulations, the principles of integrated safety management (CSA N286-12), practices and standards in support of developing a technically strong team in the areas of occupational safety, industrial hygiene, safety systems, and chemical/hazardous waste management.
- A comprehensive working knowledge of risk management, probabilistic risk assessment, and safety basis principles, practices, and regulations.
- Experience managing or working within a laser safety program.
- Experience leading diverse teams and collaborating with stakeholders within a complex organization.
- Experience leading a team and performing people and performance management responsibilities
- Excellent communication skills, especially writing and presentation of technical, regulatory and policy information.
- Advanced proficiency in Microsoft Office applications. General knowledge on the use of (and ability to peer review) industry standard computer codes used for hazard assessment, emergency response, and tracking/trending of leading/lagging indicators for a medium-sized medical, research, or industrial facility performing hazardous or nuclear operations.
- Experience working at a national research accelerator/cyclotron/synchrotron facility, radiopharmaceutical laboratory, or equivalent is desired, but not required, to be considered for this position.
Nuclear Energy Worker (NEW)
The position requires the incumbent to be trained and designated as a TRIUMF NEW. TRIUMF will provide the training for the successful candidate.
Minimum Qualifications and Years of Experience:
- Minimum Bachelor of Science degree in occupational health & safety or a related discipline.
- Minimum of eight (8) years of progressive experience in field related to OH&S, to include experience in the methods for management of safety programs, industrial hygiene, and emergency response.
- Professional certification in a field related to the position is required,with Canadian Registered Safety Professional (CRSP) or Certified Industrial Hygienist (CIH) preferred.
- Experience in the field of spill response, respiratory protection program management, sampling of hazardous work environments, tracking/trending program indicators, and performing internal audits and inspections for compliance to program-relevant regulatory requirements.
- Experience as liaison and principal point-of-contact with regulatory agencies similar to regulatory requirements of WorkSafeBC, NFPA, US-OSHA, or equivalent.

Annual salary of $133,535.00 CAD plus our comprehensive benefits plan.
