The Nordic Health Economics & Outcomes Research (HEOR) Lead is responsible for the development and execution of strategic HEOR deliverables to support optimal reimbursement and market access for Novartis innovative portfolio, across the Nordic countries. This involves leveraging HEOR expertise and strategic mindset to develop and drive HEOR projects and access tactics, in alignment with the global and local strategies. The focus is on delivering robust evidence to support and enhance the value proposition of the medicines within your area of responsibility. Most of the activity is pre-launch; from early value & access assessments for products in pipeline, to creation and submission of HTA dossiers across the Nordic countries.

The Nordic HEOR Lead is responsible for identifying and finding solutions to access related challenges and opportunities (e.g., HTA, reimbursement and pricing/tendering), and to work cross-functionally to ensure that patient access is optimized.

This position reports to the Nordic HEOR Director.


 

Job Description

Key responsibilities:

  • Generate and communicate robust payer evidence through RWE (treatment patterns, real-world efficacy, burden of illness, costing, epidemiology studies, etc.) to support access for our medicines, in close collaboration with Nordic Evidence Generation and Medical. Alignment with HEOR director and cross functional teams are expected.
  • Strategic forward planning to generate payer evidence that further strengthens the value proposition of Novartis brands post-launch. Lead the development of appropriate data dissemination plans and communicate evidence generated via publications, conference presentations, and other appropriate channels.
  • Demonstrate the value of Novartis products from an economic perspective through relevant HEOR analyses and present evidence with solid clinical arguments to relevant Nordic bodies.
  • Manage Nordic or country HTA submissions from feasibility, data generation, model building, localization of health economic models, and dossier writing, to dealing with outcomes post submission, in close collaboration with the country Value and Access and medical teams.
  • Manage external HTA consultant/agency relations. Manage business relationships with all relevant customers with regards to HTAs, including physicians, patient groups, academics, economists, HTA bodies in line with HEOR Director and country Value and Access teams and Public Affairs Director.
  • Develop and implement innovative materials and tools for use by customer facing interactions that demonstrate the brands value proposition. Lead the timely development of Budget Impact or other economic models, and innovative tools to successfully support launch and post-launch activities for our existing and future drugs. Work with Value and Access country teams in the development of key value messages for physicians, payers and purchasers.
  • Provide training and support cross functional teams to ensure effective use of health economic data, materials and tools. Develop and maintain a network of key national, regional and local stakeholders who influence market access.
  • Working with wider Value and Access, Public Affairs, Medical and Therapeutic Area teams to support the development of a Access advisory network including health economic and clinical opinion leaders, and policy makers in the Nordic.
  • Attend relevant conferences/meetings in order to network with and better understand the needs of the national, regional and local stakeholders who influence access.
  • Conduct payer and HTA related advisory boards. Actively engage in strategy discussion and prepare an annual budget for consideration according to tactical planning.

Desirable Requirements:

  • Education: Health Economist or similar degree.
  • Min. 3-5 years of experience within HTA submissions in a HEOR/HTA/Access role or with HTA-assessments from the payer perspective.
  • In-depth HEOR technical expertise and experience of developing or adapting health economic models and conducting evidence generation.
  • Proficient Finnish and English, both written and spoken.
  • Project management.
  • Excellent communicator / collaborator and negotiator.

Desirable Requirements:

  • Previous therapeutic area knowledge from Oncology / CVRM / Neurology /Immunology.
  • Skilled in statistics / RWE / Outcomes research projects.
