Job Description:

Monitoring and Evaluation (M&E)

Coordination, Training, Capacity Building

  • Coordinates baseline, midline, endline assessments, evaluations, research, evidence building initiatives for WVTL projects.

  • Develops M&E plan, implement monitoring systems and design monitoring tools for both WVTL and CARE

  • Supports roll-out of monitoring tools and maintain data collection, validation, analysis processes for WV and local partners.

  • Provides training, coaching, mentoring and orientation on M&E, including tools to field staff, partners, enumerators.

 

Reporting, Data Collection

  • Works with existing data platforms and technology to capture and organize data

  • Maintain up-to-date records of project documents, data, evidence, agreements, reports, photos, stories and evaluations, assessments.

  • Manages project databases and provide M&E-related reports on a regular basis.

  • Updates the project indicator tracking table and or result measurement table for reporting on a regular basis.

  • Conduct monitoring for WVTL and its local partners for project activities, outputs and progress towards anticipated results.

  • Compiles data and information to respond to time-sensitive requests about World Vision Timor-Leste projects as requested.

Quality Monitoring, Adaptation, Learning

  • Ensuring data quality through routine quality assurance processes.

  • Coordinates reflection, learning and adaptation processes for WVTL projects, as required.

  • Provides monthly, quarterly, annual data to technical sector leads, as required for technical quality assessment purposes.

  • Provides evidence-based analysis on performance and recommendations to improve implementation.

Others

  • Attends and participate in regular devotional meetings. 

  • Support in hosting the visits of sponsors, donors, and WV staff from other. 

  • Adhere to WV Child and Adult Safeguarding policy and standards.

  • Adhere to WV accountability standards and SOP.

  • Assist in humanitarian emergency disaster management

Required Professional Experience

  • At least 2 years of experience in program/project implementation, monitoring and evaluation, and/or communication works.

Required Education, training, license, registration, and certification

  • University degree in Development Studies, Communication Studies, Monitoring and Evaluation, Project Management, or other relevant fields.

Preferred Knowledge and Qualifications

  • Demonstrated competency in implementing monitoring system, including designing monitoring methodology, data collection and analysis tools.
  • Have an understanding of basic M&E principles and processes and have experience in managing data collection in the field and in analyzing data.
  • Have an understanding of basic online monitoring tools platform and tool development.
  • Good communication and coordination skills. Able to work within a team.
  • Good analytical/problem solving skills and an eye for detail.
  • Fluent in Tetum and a working knowledge in English and strong’ working knowledge of English. Will need to be able to communicate with CARE and donors on M&E matters.
  • Good computer skills (MS Word, Excel and Access)
  • Have some experience in operating data analysis software.
