Job Description

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Leadership & Strategy

  • Build, lead, and mentor a high-performing global infrastructure team across systems, networking, cloud, and DevOps functions.

  • Define and execute the next-generation infrastructure roadmap, focusing on scalability, automation, and compliance.

  • Manage onshore, offshore, and nearshore engineering resources with a focus on productivity, collaboration, and accountability.

  • Partner with application, data, and security teams to align infrastructure capabilities with business and regulatory goals.

  • Champion modern DevOps, observability, and FinOps practices across teams.

Infrastructure Engineering, Operations & Automation

  • Oversee server builds, deployments, and lifecycle management for Linux/Windows environments, including virtualization and storage systems.

  • Architect and operate secure, resilient networks (VPCs, VPNs, firewalls, routing, load balancing) across on-prem and cloud.

  • Lead cloud infrastructure modernization—designing and scaling hybrid environments using Infrastructure-as-Code (Terraform, CloudFormation) on AWS or GCP.

  • Establish automated provisioning, configuration, and CI/CD pipelines to accelerate delivery and consistency.

  • Manage hybrid and multi-cloud strategies that support agility, reliability, and cost optimization.

  • Lead the architecture, build, and lifecycle management of enterprise infrastructure across multiple data centers and cloud environments.

  • Architect Linux and Windows systems for high-availability PBM workloads (claims engines, adjudication services, API layers, and batch jobs).

  • Design and optimize hybrid and multi-cloud architectures (AWS, Azure, VMware, Nutanix) for scalability and fault tolerance.

  • Experience implementing network monitoring and observability (SolarWinds, Netflow etc.)

  • Lead and maintain Kubernetes clusters and containerized environments for scalable microservices and pharmacy integration workloads.

  • Partner with enterprise storage and backup system teams ensuring DR and RPO/RTO targets are met.

DevOps, Observability & Operational Excellence

  • Lead capacity planning, performance tuning, and benchmarking for compute, memory, and network efficiency.

  • Lead root-cause investigations for critical incidents and implement long-term resilience improvements.

  • Lead DevOps initiatives, integrating automation, container orchestration (EKS/GKE), and CI/CD across environments.

  • Define SLA’s and manage service reliability using data-driven performance metrics.

  • Continuously improve uptime, scalability, and efficiency through proactive monitoring and optimization.

  • Establish a FinOps framework to track, govern, and optimize cloud spending, with full transparency across teams.

  • Architect and execute DR solutions for PBM workloads, ensuring alignment with RTO/RPO SLAs.

  • Regularly perform failover testing, replication validation, and backup integrity checks.

  • Build multi-region failover capabilities in cloud environments for mission-critical systems.

  • Design and implement Layer 2 / layer 3 network architecture including routing, switching and firewall segmentation.

  • Lead implementation of network redundancy and failover strategies

  • Integrate with existing enterprise WAN, MPLS, SD-WAN and other network circuits

Security, Compliance & PHI

  • Implement and maintain HIPAA, HITRUST CSF, and SOC 2 Type II compliance controls across infrastructure.

  • Implement Zero-Trust architectures with least-privilege IAM, network micro-segmentation, and endpoint hardening

  • Lead ITSM and audit processes, ensuring strong change, incident, and problem management.

  • Partner with compliance and audit teams to maintain year-round audit readiness.

  • Conduct disaster recovery and ransomware resilience exercises to validate RTO/RPO and recovery procedures.

  • Partner with networking teams to configure and manage firewalls, WAFs, load balancers, and SD-WAN for secure data flows across PBM systems.

Supervisory Responsibilities        

Manages assigned staff in the segment area. Responsible for the overall direction, coordination, and evaluation of the unit. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Supports and enforces all company policies and procedures in a fair and consistent manner, taking corrective action whenever necessary.

                                            

Client Responsibilities

This is an internal and external client facing position that requires excellent customer service skills and interpersonal communication skills (listening/verbal/written).  One must be able to; manage difficult or emotional client situations; Respond promptly to client needs; Solicit client feedback to improve service; Respond to requests for service and assistance from clients; Meet commitments to clients.

Education and/or Experience

MGR04 – BS/BA degree or equivalent plus 6+ years of experience; 3+ years of SME in respective area(s); and 3+ years of supervisory experience; 4 years of MedImpact experience plus an appropriate external leadership training program and internal mentorship with a seasoned leader (Dir+) that must completed within 12 months in new position may substitute for the supervisory experience requirement.

Computer Skills

  • Proven, hands-on experience building and scaling infrastructure from scratch in AWS or GCP.

  • Strong technical expertise in:

    • Systems & Servers: Linux/Windows administration, virtualization, backup/DR, new server build automation.

    • Networking: TCP/IP, DNS, DHCP, VPNs, routing, firewalls, load balancers.

    • Cloud & DevOps: Kubernetes (EKS/GKE), serverless architectures, CI/CD, Infrastructure-as-Code.

  • Deep knowledge of HIPAA, HITRUST, and SOC 2 compliance requirements.

  • Proven experience implementing Zero-Trust frameworks and leading audit-ready infrastructure operations.

  • Strong understanding of observability, DevOps, and FinOps best practices.

Work Location

This position must work on-site at the San Diego Headquarters (or other company location) for purposes of providing adequate support to internal clients; being available for face-to-face interactions and coordination of work with other employees, colleagues, clients, or vendors; as well as for facilitation of quick and effective decisions through collaboration with stakeholders.  Periodic scheduled remote work may be permitted as allowed under the department’s policy and with management approval. 

Working Hours

This is an exempt level position requiring the incumbent to work the hours required to fully accomplish job responsibilities and reasonably meet deadlines for work deliverables. The individual must have the flexibility to work beyond traditional hours and be able to work nights, at weekends or on holidays as required.  Work hours may be changed from time to time to meet the needs of the business.  Typical core business hours are Monday through Friday from 8:00am to 5:00pm.

This position requires domestic travel of up to 10-25% of the time.
