Job Summary
NAV CANADA’s workforce planning activities set out to align the organization’s workforce needs with corporate objectives and goals. Such activities include addressing current workforce issues and gaps as well as predicting and mitigating future ones.
Reporting to the Manager, Workforce Scheduling, the Manager, Schedule Optimization and Planning provides strategic support to FIR management teams in the development, completion, publishing and monitoring of operational schedules, including the optimization of work-cycles, shift patterns and schedule arrangements , the short-term capacity planning and the efficient daily scheduling of available resources.
The position is required to lead the entire schedule planning business activities and needs of all FIRs and to lead the national schedule planning team, ensuring delivery of strong and timely results, and consistent national application and adherence to processes, procedures, policies, and contractual obligations.
The position is required to lead technology and/or procedural advancement projects and implementations: ensuring proper project management, change management and communications on a national scale. The position is also required to provide advanced support to operational managers on all scheduling analysis, to identify trends/areas of concerns and is responsible for recommending cost-effective solutions to workforce planning and scheduling issues.

In this role you will:
- Lead the national team of Schedule planners. Manage hiring, onboarding and training for the department, manage performance and ensure the team works independently while adhering to national value-driven expectations.
- Lead all business activities to review, analyse and recommend optimized work-cycles and shift patterns and review, determine and analyse schedule arrangements in accordance with established processes, timelines and criteria.
- Lead regular assessments with managers to determine, review and revise optimization and schedule performance as well as lead post-op analysis of scheduling results, overtime usage, and trends to recommend suitable cost-effective options to address issues.
- Make recommendations to Senior Leadership related to the effective and efficient use of staffing within schedules.
- Act as an advisor and a subject matter expert of all scheduling planning matters on a national basis including the scheduling system, contractual obligations impacting scheduling, understanding and interpretation of various collective agreements, national and local scheduling processes, scheduling best practices.
- Ensure the scheduling planning group’s adherence to established processes and governance, collective agreements, legislative rules, fatigue limits/rules, internal control on extra duty, leave, scheduling.
- Ensure accuracy and confidentiality of information being processed, stored, or accessed.
- Drive strategic resource planning initiatives to support long-term organizational objectives and operational efficiency.
- Lead and coordinate the development and implementation of technology and procedural improvement initiatives or projects.
- Participate as a member of the Workforce Planning group in the achievement of the group’s goals and objectives, and is responsible for the implementation of strategies, and leads the change, communication and training activities within the national scheduling office and within FIRs for successful implementation of workforce and scheduling planning processes;
- Liaise with Human Resources, Labour Relations, and FIR Management to ensure that schedules are created using valuable and knowledgeable inputs, and that outputs and results are effectively communicated to those who must execute against the plans; and
- Fosters continuous improvement across the scheduling planning activities and recommends optimal solutions to workforce and scheduling issues.
What you bring:
Education:
- A bachelor`s degree or equivalent combination of experience, training and education
Experience:
- Five (5) or more years of experience in business planning and analysis, preferably scheduling
- Three (3) or more years of experience in people leadership
Skills and Knowledge:
- Demonstrate strong schedule optimization expertise
- Demonstrate strong strategic, systems and analytical thinking
- Demonstrated skill in simplifying complex information for diverse audiences
- Demonstrated critical thinking, proactive decision making and analytical skills.
- Demonstrated knowledge of the organization and workforce scheduling principles
- Demonstrated people-leadership skills to coach and oversee a team of schedule planners
- Ability to balance multiple tasks in accordance with changing deadlines and priorities in a fast-paced environment.
- Ability to complete deliverables or projects in a timely manner
- Clear and effective written and verbal communication skills and strong interpersonal skills with the ability to effectively share information at all levels
- Demonstrated influence skills and can establish and maintain collaborative and positive working relationships at all levels
- Extensive knowledge of scheduling practices, processes and principles
- Extensive knowledge of collective agreements and any applicable legislation in alignment with employee scheduling with the ability to review and interpret related information
- Extensive knowledge of specialized workforce planning software: ESS, Workday, etc).
- Knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook etc.)
- Bilingualism (English/French) is preferred for this position
Working Conditions:
- This position is a hybrid position with a minimum of 3 days per week on site.
- Occasional travel required
