We have an exciting opportunity for a Laboratory Information Management System (LIMS) Programmer Analyst II in the Strategic Operations division of the Water Department. The LIMS section within Strategic Operations is responsible for day-to-day LIMS operations, maintenance, system administration, and providing user training. Additionally, the LIMS team plays a crucial role in developing and deploying system upgrades, adding new procedures and modules to support evolving business needs.

This is an in-person position that will work closely with the water/wastewater laboratory team to ensure that all LIMS processes comply with regulatory requirements from agencies such as NELAP, TCEQ, and the EPA, including strict adherence to change control and validation protocols. The ideal candidate will have strong technical experience in LIMS configuration, PL/SQL scripting, knowledge of Oracle databases, along a solid understanding of environmental or medical laboratory data workflows.

The LIMS Section provides in-person support for the laboratory’s LIMS system to address troubleshooting and resolve system-related issues that arise in the lab. This hands-on support ensures both LIMS and the laboratory operates smoothly and effectively, minimizing disruptions to lab processes and maintaining data integrity.

This Position qualifies for the following incentives which is separate from the base pay:

  • Sign-On Incentive of $6,500 ***50% paid after the completion of first pay period, 50% paid after the completion of 6 months of employment. ***

Minimum Qualifications: 

  • Bachelor's degree in chemistry, biological science, microbiology, environmental science, information system, computer science or related field
  • Two (2) years of hands-on experience in computer programming within a LIMS or similar data management system environment
  • Valid Driver’s License.

Preferred Qualifications: 

  • Minimum of two (2) years of relevant laboratory testing experience.
  • Familiarity with water and wastewater laboratory practices, procedural workflows, and terminology.
  • Experience working with Clinisys or a similar LIMS platform.
  • Experience with tools such as SQL Developer, Telerik, MS Access, and Excel for data. analysis, querying, reporting, and C# programming.  
  • Knowledge of TCEQ and/or EPA and regulatory standards and reporting requirements.
  • Experience with laboratory accreditation programs (e.g., NELAC, NELAP).
  • Experience in supporting laboratory IT infrastructure, including hardware, lab software, and instrument integration.

The LIMS Programmer Analyst job duties & responsibilities include: 

  • Plan, develop, test, and implement LIMS system upgrades, enhancements, and patches with the laboratory teams and IT.
  • Write and maintain PL/SQL scripts, stored procedures, and functions to support data validation, reporting, and automation within the Oracle database.
  • Develop C# parsers to extract and process instrument data for integration with LIMS.
  • Create, modify, and maintain laboratory reports (Telerik) within the LIMS environment, ensuring accuracy while meeting regulatory reporting requirements.
  • Administer LIMS user roles, access controls, and workflow permissions.
  • Troubleshoot LIMS technical issues and provide responsive support to end users.
  • Support and validate laboratory computer systems and instrument integration.
  • Liaise with laboratory personnel, IT teams, and third-party vendors.
  • Train Lab staff on LIMS functionality, best practices, new features, creating training materials, and SOPs as needed.
  • Maintain regular onsite attendance to support daily lab operations.
  • Perform other related duties as assigned to contribute to the ongoing success of the laboratory.
