Major Duties:

  • Analyzes functional and technical requirements of proposed or existing IT systems to determine avenues of development or modification necessary to meet mission objectives.
  • Prepares system change/programming specifications, and specifies programming instructions, inputs and outputs, structures, and other analytical products to document the functional and technical requirements.
  • Identifies how system modifications or new systems or subsystems affect current systems; prepares cost analysis; establishes target completion dates; and prioritizes proposed system changes or developments.
  • Prepares system documentation for purposes of improving software development processes in accordance with acceptable industry standards (ex. Capability Maturity Model).
  • Ensures customer understanding through the preparation of technical guidance and training on software and computer use and capabilities

Specialized experience is defined as experience programming with COBOL, COBOL AS/400, JCL, IBM iSeries, Mainframe; analyzing IT system requirements; coordinating with stakeholders to clarify needs; developing program code; identifying alternative design approaches; and preparing system documentation to enhance software development processes in line with industry standards (e.g. Agile, DevSecOps).
