Welcome to the Oregon Department of Justice (DOJ). The Administrative Services Division is seeking to hire an IT Program Delivery Manager (IT Project and Portfolio Manager 1) with strong leadership skills to serve within the Information Services section, on the Legal Tools Program team. In this role you will lead and manage the DOJ’s Legal Tools Program Project Management and Business Analyst staff and ensure cohesive team interactions and quality work products are delivered as part of the overall Legal Tools Program. The position supervises and supports IT Project Managers and Business Analysts, while ensuring alignment with the IT Business Solutions Manager and the larger Legal Tools Program and Information Services teams for consistent project strategy and execution, resource alignment, and adherence to best practices. It serves as a point of coordination for program governance, project schedules, risk management, stakeholder engagement, and daily vendor oversight. This position is part of a team dedicated to ensuring that the Legal Tools Program delivers a product that can be adopted by the users of this new system.
This position is Limited Duration through June 30, 2027, but is likely to be extended or may be changed to permanent in the future. A rotational opportunity may be offered if the best candidate is a current State of Oregon employee.
This opportunity is a hybrid position of remote and in-office work. The office location is the Justice Building in Salem. Occasional travel to office locations throughout Oregon may be required. Note: Training may require additional days in the office.

The Information Services section within the Administrative Services Division is on an exciting journey to strengthen our team and the services we provide to the agency. What You Will Do (in part)
Program Leadership and Oversight
Provides strategic direction and daily leadership for the Legal Tools Program Project Managers and Business Analysts in alignment with the IT Business Solutions Manager. Defines and drives program vision, goals, and roadmap under guidance from the IT Business Solutions Manager. Oversees multiple concurrent projects, ensuring scope, schedule, resource alignment, and risk mitigation. Establishes program governance, best practices, and consistent methodologies to ensure successful outcomes.
Stakeholder Engagement and Management
Serves as a contact for program communications with DOJ leadership, division managers, external partners, and vendors. Embeds communications management and readiness planning into all program phases. Leads program activities with stakeholders. Builds collaborative partnerships across DOJ divisions and client agencies to foster trust, collaboration, and system adoption.
Resource & Staff Management
Supervises IT Project Managers, Business Analysts, and other assigned staff, and oversees contractors’ work. Manages staffing plans, work assignments, coaching, professional development, and performance evaluations. Responsible for personnel management and coaching staff for success while achieving alignment through best practices to foster cohesive relationships and work product outcomes. Ensures resources are appropriately aligned to meet program objectives and milestones.
Program and Project Management
Directs program-level planning, integration, risk and issue management, and interdependency tracking. Ensures alignment with enterprise architecture standards, IT security policies, and state procurement requirements. Responsible for communicating succinctly and timely about the Legal Tools Program and the health of the multiple interdependent IT projects within the program consistent with Project Management best practices. Oversees vendor management, ensuring contract deliverables meet program and agency needs.

2. PMO (Project Management Office) Experience
Experience with governance and reporting
Ability to align projects with organizational goals and ensure successful delivery
Familiarity with frameworks, methodologies (e.g., Agile, Waterfall), and tools used in PMO environments
Familiarity in gathering and analyzing data, optimizing processes, and communicating with stakeholders to solve business problems and improve systems
3. People Management Across Diverse Roles
Experience managing people and cross-functional teams in a technical environment for business delivery
Strong leadership, interpersonal, and emotional intelligence skills
Prioritizing team dynamics, coaching, and performance management
4. Organizational Navigation & Influence
Skills to navigate complex, multi-layered organizational environments (possibly matrixed or cross-functional)
Political savvy, team member engagement, and organizational change management competencies
Ability to influence without direct authority
Required Experience and Attributes
Five years of lead work, supervision, or progressively related experience; OR two years of related experience and a bachelor's degree in a related field.
Work experience is based on a 40-hour work week. (Example: 20 hours a week for one year would equal six-months of work experience.)
