Job Summary: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service About the Position: This is an Interdisciplinary (Engineer/Architect) GS-08XX-11/12 position with U.S. Army Corps of Engineers (USACE), Tulsa District. This non- supervisory vacancy will be filled at GS-11 or GS-12 grade level. Duty Location is Tulsa, OK.

Major Duties:

  • You will serve as Senior Engineer with responsibility for coordinating and monitoring planning/engineering/construction cost estimates for lifecycle project management for HTW (Need Spell Out) regarding civil works or military projects.
  • You will participate in developing/revising more complex mechanical engineering related parts of the overall project estimates prepared by prepared by A-E's (Need to Spell Out).
  • You will attend conferences with District design engineers, suppliers, manufacturers, contractors, A-E's, and others to obtain and exchange information.
  • You will assist in establishing the scope of work for A-E contracts in the preparation of cost estimates and A-E contract negotiations.
  • You will participate with District personnel in negotiations with the construction contractors.
  • You will participate in Life Cycle Project Management (LCPM) efforts .

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: For GS-11: One year of specialized experience which includes: 1) Gathering quantity information for construction projects OR 2) Preparing cost calculations for construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education Substitution: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For GS-12: One year of specialized experience which includes: 1) Interpreting plans and specifications to estimate project costs AND 2) Performing field visits to assess site conditions for project cost estimating OR 3) Utilizing computerized estimating tools to develop cost estimates for construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Note: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. In addition to meeting the specialized experience requirement above, to qualify for this position you must also meet the basic education requirement listed below.
